Responsibilities
- Ensure the Milaha Offshore & Marine Business Management Systems, including HSE and Quality frameworks, are effectively communicated, implemented, and maintained across all operational sites.
- Uphold and maintain accreditations and compliance with ISO 9001, ISO 14001, and ISO 45001 standards.
- Support the development, review, and implementation of departmental operational procedures, risk assessments, and work instructions in alignment with company and regulatory requirements.
- Lead the planning and facilitation of risk management exercises, including HAZOP, HAZID, SIMOPS, and SWIFT analyses in coordination with clients and stakeholders.
- Develop and manage project-specific HSE documentation such as HIRAs, Bridging Documents, Emergency Response Plans, and Safety Cases, ensuring approval, dissemination, and periodic review for effectiveness.
- Ensure all dive and ROV operations are risk-assessed, documented, and executed by competent personnel using approved equipment and procedures.
- Monitor and report performance against Quality and HSE KPIs; drive continuous improvement initiatives to meet or exceed contractual and business targets.
- Maintain and operate client contractual reporting tools, ensuring timely and accurate sharing of HSE and operational statistics (daily / weekly / monthly) across Milaha Offshore & Marine.
- Conduct regular site visits to assess compliance, identify opportunities for improvement, and support Line Managers in implementing corrective actions.
- Drive safety culture across projects and worksites by promoting awareness, leading behavioral safety initiatives, and reinforcing mental health and well-being practices.
- Provide targeted safety awareness training for site personnel and ensure alignment with best practices and evolving regulatory standards.
- Perform internal audits, inspections, and gap assessments; support external, client, and regulatory audits, ensuring timely closure of non-conformities and action items.
- Maintain a current matrix of permitted operations, ensuring alignment with competency and operational control requirements.
- Collaborate closely with operational teams to ensure that training content is relevant, technically validated, and responsive to field realities.
- Provide expert HSE and operational guidance to Project Managers and Business Unit Leadership to enhance contract delivery and strategic performance.
Education & Professional Qualification :
3-year Full-Time Degree (Associated Degree) and Chartered member of IOSH, or NEBOSH Diploma (NVQ6 or higher) and technical Dive / ROV qualificationsLead Auditor (14001 / 9001 / 45001)Incident Investigation : Advanced / Team leader (Tap Root / Kelvin TopSet)Hold a valid full driving license (Transferable to Qatari license required)Valid offshore certification (BOSIET / H2S OPITO)Professional Experience :
8 to 10 years of industry experience in a similar role (Familiar with Offshore Projects, AIR / SAT Diving & ROV Operations, Survey a plus).Geographic Experience :
GCC is Preferable but not essentialComputer Skills :
Fully conversant with MS Office and web applications.Language Skills :
Business Fluent in English – both written and spoken is requiredArabic a plusMarket / Industry / Functional Knowledge :
