About the job Learning & Development Senior Officer
Advise the Head of Learning and Development on current L&D trends to formulate new strategies. Develop and review policies and procedures. Support the achievement of Qatarization goals. Develop and train both Qatari trainees and established employees, as well as the wider workforce, to build a skilled and future-ready organization.
Responsibilities
- Management Advisory : Advise the Head of L&D to create strategies aligned with current industry trends; develop and implement strategic learning frameworks to support organizational growth.
- Staff Training and Management : Plan and organize learning / development and training programs for existing employees up to Managerial level, both overseas and locally, in line with identified needs and skills gaps; assist in training material development; oversee and manage development programs for Qatari Graduates; monitor and report on Qatari Graduate performance and attendance; lead the Qatari Internship Program; schedule training sessions, manage tests, and handle scholarship payments; manage daily counselling and disciplinary actions for Graduates, Interns and Trainees; liaise with training providers and professional bodies to design, plan, and review training programs; collaborate with the L&D team and other departments; track and manage training-related expenses and process training invoices; organize and manage logistics for short-term programs; plan and conduct in-house training sessions and manage facilities and materials.
- Team Supervision : Provide guidance and on-the-job training for junior colleagues and facilitate knowledge sharing to achieve team objectives.
- Budgeting and Financial Performance : Monitor financial performance against budgets and report variances to management.
- Policies, Systems, Processes & Procedures : Create, review and update policies and procedures; implement policies and procedures for L&D to fulfill requirements while delivering quality, cost-effective service.
- Continuous Improvement : Identify opportunities for continuous improvement and sustainability of systems, processes and practices, considering global standards, productivity improvements and cost reductions.
- Reporting : Prepare sectional statements and reports timely and accurately to meet department requirements and quality standards.
Minimum Qualifications
Bachelors degree in engineering; Master Degree in Management (HR / Learning & Development preferred) or Master in Management with focus on HR / LD.Certification
L&D Certification (e.g., Chartered Training & Development Professional (CTDP) or related certification from CIPD / SHRM-SCP).Minimum Experience
10 years of experience in similar roles in large companies; at least 5 years in leadership / advisory roles (Power Sector preferred).Job-Specific Skills
Familiarization with nationalization strategies and delivery.Proven experience in training needs analysis.Strong problem-solving and analytical thinking skills.Good understanding of power / energy and water sectors, trends and technologies.Proficiency in English (required) and Arabic (advantage).Hands-on operational and implementation experience.Ability to work with key stakeholders, senior executives, management and external partners through collaboration and teamwork.Strong communication and presentation skills.Good understanding of Qatar or GCC culture and working environment.#J-18808-Ljbffr
