Your Opportunity
Stantec's Management Consulting Group in the Middle East is seeking an integrated infrastructure / asset management (pavements and roads assets) consultant to work closely with our client on their transformation journey for the Roads Operation and Maintenance Department.
Your Key Responsibilities
In this role, you will deliver transformational work as part of our Management Consulting Group in Qatar, helping our client enhance their Roads O&M supply chain through a transformation towards Performance-Based contracts. Key responsibilities include (but are not limited to) :
- Support client Section Heads and Engineers in managing Roads O&M Performance-Based contracts, including setting the program of works, work inspection regimes, managing technical and contractual discussions, and reviewing and approving monthly invoices.
- Manage commercial and project contract functions.
- Administer the main contract and ensure compliance with notice requirements.
- Maintain change order registers and identify claims and variation requests for time and cost adjustments.
- Manage interfaces with clients, other parties, and subcontractors.
- Prepare project invoices and support procurement activities for Sub Consultants and Contractors.
- Contribute to weekly and monthly reports as required by the Project Manager.
- Assist in resolving disputes between the Client and Contractor.
Qualifications
Your Capabilities and Credentials
Strong problem-solving skills and attention to detail.Experience in client management and working with analytical data using MS Excel, MS Office, PowerPoint, and database management.Ability to work independently and within a team.Excellent relationship-building skills in a multicultural environment.Effective time management and ability to work under pressure with tight deadlines.Knowledge of roads asset management contracts, including pavement and civil infrastructure assets, is an asset.Experience with bespoke contract forms and interpreting contract clauses.Ability to identify risks in contract documents and draft contractual correspondence.Excellent English communication skills, both oral and written.Proficiency in Microsoft Office applications and Lotus Notes.Understanding of document control systems.Strong written communication skills for reports, presentations, and proposals.Experience with performance-based contracts is advantageous.Education and Experience
Bachelor's Degree in Engineering or Business Administration from a Western country.Post-Graduate Degree in Construction Management or Contract Law is a plus.Chartered status from an accredited institution.Minimum of 14 years of demonstrable experience, including at least 5 years in the Middle East in a similar role.Proven leadership and management skills.Experience managing contracts for government agencies.Experience working with bespoke contract forms and resolving contractual issues.Ability to analyze contractor claims and work towards amicable resolutions.Extensive experience with government service delivery in the Middle East.Ability to communicate complex ideas clearly to diverse audiences.Experience collaborating with contractors and consultants on roads and infrastructure projects.#J-18808-Ljbffr
