Overview
The Role Guildhall is seeking an experienced Asset Management Manager / Specialist to oversee and manage road operation and maintenance within a performance-based contract (PBC) framework. The ideal candidate will have a strong background in asset management strategies, life-cycle planning, and ISO-compliant practices, with proven leadership experience in managing large-scale infrastructure assets. Responsibilities
Lead and manage road asset management activities within the framework project. Oversee operation and maintenance (O&M) of road assets under SLA / KPI-based payment contracts. Develop and implement asset management strategies, policies, and investment planning aligned with international best practices. Conduct risk-based assessments for road asset operation and maintenance. Manage and utilize asset-related tools and databases (e.g., Maximo, Infor EAMS, ArcGIS, BIM) for efficient monitoring and reporting. Oversee routine and preventive maintenance of roads, structures, ITS, signage, and other related assets. Ensure compliance with ISO 55000 series standards and lead ISO / asset management audits. Coordinate asset investigation, data collection, and performance reporting. Provide technical guidance and leadership in the implementation of life-cycle maintenance, prioritization models, and AMPs (Asset Management Plans). Requirements
Bachelor’s degree in Engineering, Asset Management, or a related field (BSc, BEng, BA or equivalent). Minimum 10 years of professional experience, including 5+ years in a leadership role as an Asset Management Manager / Specialist or similar. Proven experience in road O&M and performance-based contracts within international or MENA region projects. Strong understanding of urban road asset principles, workflows, and risk assessment. Proficiency with asset management software and databases (Maximo, Infor EAMS, ArcGIS, BIM). Demonstrated expertise in ISO 55000 series asset management systems. Fluency in English (spoken and written). International experience outside of MENA is preferred. Professional certifications and relevant training in asset management are highly desirable.
