Job Description We are seeking a detail‑oriented and efficient Procurement Officer specializing in Roads Operations and Maintenance (O&M) to join our team in Doha, Qatar. The successful candidate will play a crucial role in managing procurement processes for our roads infrastructure projects, ensuring cost‑effectiveness, quality, and timely delivery of goods and services.
Develop and implement procurement strategies for roads operations and maintenance projects
Manage the entire procurement lifecycle, from requisition to contract closure
Conduct market research and vendor evaluations to identify potential suppliers
Negotiate contracts and agreements with vendors to secure optimal terms and conditions
Collaborate with internal stakeholders to understand project requirements and specifications
Ensure compliance with company policies, local regulations, and international procurement standards
Analyze spend data and market trends to identify cost‑saving opportunities
Manage vendor relationships and performance evaluations
Coordinate with finance and legal departments to resolve contractual issues
Maintain accurate procurement records and documentation
Continuously improve procurement processes to enhance efficiency and effectiveness
Qualifications
Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or related field
Minimum 3-5 years of experience in procurement, preferably in the construction or infrastructure sector
Proven experience in roads operations and maintenance (O&M) procurement
Strong knowledge of procurement processes, contract management, and supply chain management
Proficiency in procurement software and ERP systems
Excellent negotiation and vendor relationship management skills
Strong analytical and problem‑solving abilities
Proficient in Microsoft Office Suite
Excellent communication and interpersonal skills
Knowledge of roads operations and maintenance practices
Familiarity with construction and infrastructure industry standards and regulations
Understanding of international procurement standards and practices
Professional certification in procurement or supply chain management (e.g., CPSM, CPIM) preferred
Ability to work effectively in a fast‑paced, multicultural environment
Willingness to adapt to the local work culture in Doha, Qatar
