Senior Procurement Officer – Location : Qatar – Job Type : Full-time, Permanent
Job Purpose
Coordinate and execute procurement, strategic sourcing, and category management activities, including tendering, contracts administration, supplier performance management, and contract management in compliance with internal policies and procedures. The role requires close coordination with internal and external stakeholders under the supervision of the procurement management hierarchy.
Key Accountabilities
Strategic Sourcing
- Prepare demand analysis reports using historical procurement data and future plans, compute baseline spend, and draft total cost of ownership (TCO) models
- Develop supply analysis reports, identify potential suppliers, and generate supplier portfolios to establish competitive sourcing
- Support preparation of category sourcing strategies by analysing supply and demand, assessing risks, and identifying potential savings
- Manage tendering processes including preparation, administration, evaluation, contract drafting, and negotiation in compliance with company policies
- Track implementation plans to ensure strategies are realised and cost savings sustained
Supplier Management
Facilitate supplier registration and pre-qualification processes to attract qualified suppliersAnalyse supplier segmentation and maintain segmentation database to prioritise supplier engagementImplement and track supplier performance management processes, conduct evaluations, and compile supplier ratings and recommendationsContracts Management
Administer contract activities including compliance management, claims management, and contract closure to ensure supplier performance aligns with contractual obligationsBusiness Stakeholder Support
Provide supply market insights, data analysis, and recommendations to support stakeholder decision-makingSAP and e-Procurement
Utilise ERP systems and e-procurement platforms for tendering, purchase orders, contract management, invoice monitoring, and reportingMaximise use of SAP Ariba for tendering and price enquiry processesPolicies, Systems, Processes & Procedures
Implement and provide inputs to departmental policies, systems, and procedures to ensure compliance and delivery of cost-effective serviceQuality, Health, Safety & Environment
Ensure compliance with relevant quality, health, safety, and environmental procedures and controlsReporting
Prepare departmental statements and reports accurately and on time to meet corporate and departmental requirementsRelated Assignments
Perform other duties as directedQualifications
Bachelor’s degree in Engineering (for MRO and Chemical groups) or Business Administration (for other groups)Experience
10–15 years’ experience in procurement, preferably in oil & gas or petrochemical industriesHands-on operations or production experience in the same industry is desirableSkills
Fluent in written and spoken EnglishProficient in computer applicationsStrong analytical, communication, and stakeholder management skillsCommunications & Working Relationships
