Accountabilities :
Supervisory Oversight : Guide HSE Supervisors to ensure compliance with HSE requirements and achievement of safety matrix standards.
Strategic Safety Alignment : Ensure site safety activities align with operational safety goals across offshore and onshore locations.
Technical Collaboration : Work closely with Senior HSE Engineers to implement safety controls and support departmental initiatives.
Performance Monitoring : Collect and analyze HSE data to identify trends, ensure compliance, and recommend corrective actions.
Communication & Coordination : Facilitate collaboration between field teams, engineers, and leadership to maintain a unified safety culture.
Policy & Culture Integration : Implement HSE policies across sites, embedding safety principles into daily operations and reinforcing safety culture.
Key Activities :
Serve as backup for Offshore HSE Supervisors to ensure leadership continuity and operational integrity.
Conduct regular offshore and onshore site visits in coordination with relevant departments to monitor compliance and performance.
Prepare and deliver daily, weekly, and monthly HSE reports based on site surveys, inspections, and performance metrics.
Collaborate with project teams to identify and evaluate HSE risks during design and execution phases.
Coordinate with the HSE team to enforce environmental protection measures and minimize environmental impact.
Actively participate in internal audits and certification surveillance visits for ISO 14001 and ISO 45001 standards.
Organize and support HSE audits related to contractor qualification, baseline assessments, and follow-ups.
Participate in accident investigations and root cause analyses to develop and implement effective corrective actions.
Monitor corrective action implementation from incidents, audits, inspections, and safety reporting tools.
Integrate lessons learned from past projects into current practices and communicate these to stakeholders.
Plan and prepare quarterly HSE committee meetings ensuring compliance with company policies.
Promote an incident-free safety culture and participate actively in HSE campaigns and project workshops.
Ensure relevant departments and contractors receive appropriate HSE training aligned with company policies.
Maintain records of completed HSE competency training for employees and contractors.
Support HSE team during contractor pre-qualification and tender processes and participate in recruitment planning.
Provide guidance to contractors on contract requirements and support deployment of HSE plans at contractor sites.
Review and comment on contractor HSE documentation and ensure compliance with safety objectives.
Assist with hazard identification and risk assessments with contractors, ensuring effective mitigation strategies.
Coordinate with leads to ensure policy adaptation and secure buy-in at all organizational levels through training and communication.
Analyze HSE data and documentation to identify non-conformities and recommend improvements.
Ensure procedures and plans comply with contractual and regulatory requirements, and issue close-out reports upon project completion.
Perform other duties as assigned to support operational excellence.
Requirements
Qualifications & Experience :
10 to 15 years of experience in offshore and onshore construction HSE roles.
Strong knowledge of international safety legislation, codes of practice, audit / inspection techniques; familiarity with ISO 45001 and ISO 14001 is preferred.
Deep understanding of HSE management systems and risk management processes.
Knowledge of safety regulations such as OSHA and local standards.
Experience working within large multinational environments.
Excellent interpersonal and communication skills.
Training & Certifications :
NEBOSH International General Certificate (IGC), IOSH Managing Safely, or equivalent.
