Job Summary
To provide the leadership and strategic planning of the outpatient department; ensuring the department meet the needs of the patients and the hospital performance goals and objectives. Responsibilities include the overall administrative processes and management systems for all services offered at the OPD, promotion and maintenance of a therapeutic environment, and development and implementation of a clinical treatment program.
Job Responsibilities
- Provides leadership and strategic direction to the Outpatient Department and is responsible for the accurate and timely credentialing, privileging and enrolment processes. In a short to medium period he / she will be responsible of the implementation of the insurance plan integration.
- Works directly with COO primarily, and with all the C suite secondary in development and implementation of strategic and operational plan of the Outpatient Clinics
- Coordinates as needed with the various departments in the hospital to ensure the delivery of high-quality patient care and to ensure patient safety
- Develops innovative strategies for improvement to ensure optimal functioning of the department and compliance with the management, Ministry of Public Health, regulatory requirements, policies, and processes.
- Ensures compliance, policies, and procedures; directs preparation and coordination of credentialing audits and mandated reporting.
- Maintains, analyses, and reports the applicable indicators regarding operations and the strategic development of services within the Outpatient Clinics
- Works directly with physicians as applicable to ensure that the physicians’ requirements for providing care to patients are met, within applicable means
- Reviews, interprets, and provides considered and timely advice to the C suite team regarding regulatory guidelines, including medical staff by laws, corrective actions and proposes hiring process.
- Responsible for the oversight of clinical / services with continuous evaluation of efficacy, quality of service and recommendations for changes when needed.
- Leads team meetings within designated programs.
- Conducts ongoing review of clinical activities and enhancement in performance and services including intakes / admissions and discharges.
- Develops, implements and maintains continuous quality development for outpatient and day treatment services through procedures, manuals, training materials, participation in trainings, best practices, using staff and the research literature as resources.
- Ensures that clinical supervision is received by all clinical staff appropriate to individual’s level of education and expertise.
- Serves as a key liaison for the programs and direct the resolution of inquiries, problems, complaints, or emergencies affecting availability or quality of services; respond to sensitive or complex inquiries, service complaints, or grievances filed.
- Responsible for monitoring and ensuring staff and physician documentation is complete, within expected timeframes, and written in an accurate, legible, and concise manner. Ensures staff records follow the regulatory bodies and agency’s methods of Quality Assurance.
- Monitors monthly productivity and census expectations of programs in order to meet financial targets and goals, holding strong knowledge of lean management, cost reduction and control.
- Builds and maintains effective working relationships with the management, internal, external providers, as well as other regulatory bodies.
- Establishes plans that enhances Outpatient Clinics image as a reputable healthcare program, in line with the hospital Mission & Vision.

Job Knowledge & Skills
Knowledge of GCC and western Europe outpatient’s standardsKnowledge of HIS preferably CernerKnowledge of Ministry of Health, regulations, laws, and utilization review committee planning, organization, and management.Knowledge of medical staff bylaws, rules, and regulations, and the state peer review statute.Knowledge of JCI accreditation standards.Understanding of related medical practice, clinical decision-making, healthcare systems, reimbursement, and other aspects impacting patient care.Communication skills, using the spoken word, writing clearly and concisely, and presenting information publicly.Knowledge of Reporting & Analyzing Outcomes.ERP knowledge preferably SAP.Previous experience as OPD manager, OPD director, Patient access manager, Patient access director would be and assetPrevious experience in GCCSeniority level
