Job Description
Provide guidance to end-users and stakeholders about procurement procedures and contracts in general; act as resource person by responding to queries and clarifications pertaining to procurement procedures and contractual provisions.
- Develop and implement standard contract / agreement templates for various types of services required by the organization.
- Review scope of work / services to ensure clarity and completeness; develop suitable pricing structure select / draft appropriate contractual conditions and ensure that the organization’s standard policies and procedures are strictly adhered to.
- Recommend effective strategies in accordance with accepted and prescribed best practices to ensure streamlined procurement cycles and contracting activities.
- Establish pre-determined criteria for bid evaluation in consultation with end users and stakeholders; coordinate and manage the evaluation process.
- Conduct risk analysis to identify organization’s exposure and develop in consultation with all relevant departments the proper and appropriate approach to mitigate such risks.
- Evaluate proposals by reviewing bidder qualifications assessing technical and commercial submissions recommending contract awards or negotiation.
- Prepare Working Group and Tender Committee (in Arabic) submissions.
- Manage the contract award process by preparing award correspondence and notifications; ensure that securities bonds insurance policies are all submitted in order and match contractual requirements; finalize the contract documents for ratification / execution.
- Peruse and recommend applicable revisions to existing contracts and agreements.
- Carry out additional duties as assigned by the manager.
