Job Description
Provide guidance to end-users and stakeholders about procurement procedures and contracts in general; act as resource person by responding to queries and clarifications pertaining to procurement procedures and contractual provisions. Develop and implement standard contract / agreement templates for various types of services required by the organization. Review scope of work / services to ensure clarity and completeness; develop suitable pricing structure select / draft appropriate contractual conditions and ensure that the organization’s standard policies and procedures are strictly adhered to. Recommend effective strategies in accordance with accepted and prescribed best practices to ensure streamlined procurement cycles and contracting activities. Establish pre-determined criteria for bid evaluation in consultation with end users and stakeholders; coordinate and manage the evaluation process. Conduct risk analysis to identify organization’s exposure and develop in consultation with all relevant departments the proper and appropriate approach to mitigate such risks. Evaluate proposals by reviewing bidder qualifications assessing technical and commercial submissions recommending contract awards or negotiation. Prepare Working Group and Tender Committee (in Arabic) submissions. Manage the contract award process by preparing award correspondence and notifications; ensure that securities bonds insurance policies are all submitted in order and match contractual requirements; finalize the contract documents for ratification / execution. Peruse and recommend applicable revisions to existing contracts and agreements. Carry out additional duties as assigned by the manager.
