Mission and objectives WHO provides technical support to Member States to strengthen national health information systems and enable the generation of timely and reliable evidence to assess the health situation and trends, and the health system response.
The WHO Country Office in Qatar was opened in March 2022. The WHO Representative in Qatar is Dr Rayana Bou-Haka, appointed on 2 June 2023.

Context The Public Health Expert will play a pivotal role in supporting the WHO Country Office in Qatar in delivering on its mandate to strengthen national health systems and advance the objectives of Sustainable Development Goal 3 : Good Health and Well-being. This role involves coordinating and providing technical support for public health initiatives, facilitating regional mission engagements, and overseeing the design and implementation of health surveys. The expert will contribute to the development of strategic documents and country support plans that align with national health priorities and WHO’s global and regional strategies. In close collaboration with the Ministry of Public Health and other stakeholders including public institutions, private sector actors, NGOs, and civil society the expert will help design and implement evidence-based interventions that enhance health system performance, improve population health outcomes, promote health literacy, and foster inclusive, equity-driven public health advocacy. This assignment is central to WHO Qatar’s mission of supporting multisectoral collaboration, capacity building, and policy development to ensure equitable, accessible, and resilient health services for all people in Qatar.

Task description Under the direct supervision of WHO Representative, the UN Volunteer Expert will undertake the following tasks :
Coordinate technical assistance to MOH focal points in various public health disciplines.
Contribute to the development of strategic documentation and concept notes for programme activities, as well as communication products with a public health advocacy objective.
Work with Country Office team in developing initiatives focusing on NCDs, promote working on determinants, best practices to improve health.
Contribute to the design of innovative projects and approaches as per MOPH priorities.
Following the assessment of the status of meaningful engagement of people with lived experience with cancer, support the Ministry of Health to develop a detailed proposal outlining strategic activities and interventions to address identified priorities, in a participatory approach and propose an action plan with timeline of activities and identified focal points within partner entities.
Initiate the implementation of proposed activities and provide technical support and liaison with stakeholders to manage challenges and leverage opportunities. Develop a final report of recommendations for scaling the activities of meaningful engagement work in Qatar within the health sector and beyond.

Skills and experience Minimum of 7 years of professional experience in public health, specifically in the areas of epidemiology, health systems strengthening, noncommunicable disease (NCD) prevention and control, health literacy, stakeholder engagement, and strategic planning. Experience with an organization that has a scientific or public health mandate is preferred
Experience in program management and implementation of public health programs
Good writing and communication skills, computer skills and use of software Strong writing and communication skills, with proficiency in computer applications and relevant software tools.
