Description
We are seeking an experienced Operations and Maintenance Lead (Drainage) to join our team for a major 5-year consulting program with a public sector organization focused on the operation and maintenance of roads and drainage assets. The Operations and Maintenance Lead (Drainage) will report directly to the Program Director and will be responsible for leading consulting and client teams in the execution of operational transformation projects.
Key Responsibilities :
- Employ and manage a full-time Operations and Maintenance (O&M) Contract Performance Area support team comprising managerial and administrative personnel to work alongside PWA to deliver the Scope of Services
- Review the existing O&M processes and procedures to determine their ability to provide services that meet the needs of Network users.
- Provide support to AA Management in the administration of the Works Contracts to ensure the full Corridor Management and Drainage Networks Management services are being provided on behalf of the PWA.
- Review the existing Incident Response Plans and support in place for the response to unplanned incidents on all PWA networks.
- Review the Diversion Plans for the execution of road works to minimize the level of disruption to road users.
- Review cross-organisational protocols with the Emergency Services to ensure that there are plans in place for Emergency response to incidents on the Road and Drainage networks.
- Assess the existing procedures and strategies in the O&M departments. Identify areas which require improvements and recommend pathways to delivery. Upon approval by AA Management, implement and deliver these improvements.
- Support AA Management with the daily functioning of the PWA Roads and Drainage O&M Departments, including both the administrative and physical work functions of direct PWA personnel, seconded employees, and contractors.
- Identify and recommend to AA Management pathways to improve the Levels of Service.
- Review and evaluate the existing O&M working standards and identify areas for improvement and / or change. Identify any areas which require further procurement and / or management of outsourced work contracts.
- Draw on the in-house expertise and specialism of PWA and seconded personnel.
- Develop a recruitment plan which places PWA at the forefront of sought-after employees.
- Implement a comprehensive knowledge transfer process which will be in effect throughout the contract duration to guarantee the structured learning and development of PWA personnel.
- Assess the transfer of knowledge through appraisals and implement succession planning processes to ensure that PWA retains core knowledge, skills and expertise.
- Review essential supply chains to ensure they are functioning optimally in support of PWA’s assets and networks.
- Contribute in the development of strategies to support Qatarisation initiatives and Organisational development activities.
- Review and support in the development and contribution of National Development Strategies and its Strategies associated to PWA on behalf of AA.
- Review and support in the development QMS for PWA.

Experience
Minimum of 25 years of experience in a relevant area, with at least 15 years in a leading role, preferably within the roads or drainage sectors.Qualified professional who has reached the Senior Management level; capable of providing planning, leadership, direction, and technical expertise to manage complex tasks and multi-discipline projects.Both regional and international experience is required. A minimum of 8 years of experience shall be gained working in North America, W. Europe, Australia, or equivalent.Demonstrated success in leading transformational projects and managing diverse teams.Education
Bachelor’s degree from a recognized university in the USA, Canada, Western Europe, Australia, or New Zealand. A Master’s degree is preferred.Required relevant Chartered status and Professional License(s)Skills
