The Procurement and Contract Specialist is responsible for procurement of goods and services for the group using established policies, procedures & systems. This role also provides market analysis, cost benefit analysis, liaising with end-users and category vendors, preparing sourcing documents, tender / bidding process, evaluation of offers, negotiate, and prepares the PO and Prepares and execute Contract documents (drafting, negotiation, and endorsements with stakeholders).
Key Responsibilities
Prepares RFP / RFQ documents, conduct negotiation, evaluation process, and award to Vendors
Understand the Scope of Work / BOQ of the Business Units
Verify status of PR / scope of work essentials (with existing contract, under warranty, etc.)
Ensures PO value is in line with the approved Budget
Coordinates with all stakeholders to finalize procurement documents / process
Prepares Purchase Orders in compliance to policies.
Adheres to the group’s standards as they appear in the Code of Conduct and Conflict of Interest policies.
Provide support to Head of Procurement & Contracts as necessary
Prepares and execute Contract documents (drafting, negotiation, and endorsements with stakeholders)
Manage post-award process (completion, variations, warranty, claims)
Implements category specific procurement to enhance process by establishing agreements (Call-Off, BPA, Open PO) in alignment with the group’s approved policies and procedures.
Supports the development of procurement (tendering) documents for the selected services.
Updates Terms and Conditions of Contracts and Purchase Orders
Actively supports the activities and objectives of the relevant group’s standardization and service evaluation committees.
Participates in selected procurements of high-value and / or high-risk and other areas as directed.
Reviews technical and commercial evaluation reports before submitting them for approval in accordance with authority matrix.
Develop and implement enhancement for procurement process and performance (Policies & Procedures)
Research regulations to ensure contracts are updated and in compliance with laws
Coordinate with clients to guarantee terms of contracts are fulfilled in compliance with the terms and regulations.
Adheres to the group’s standards as they appear in the Code of Conduct and Conflict of Interest policies.
Qualifications and Skills
Bachelor’s degree in business administration, or related field.
Relevant certification and / or training in procurement or supply chain.
CIPS or similar certification.
8+ Years relevant procurement experience in a large setting.
Working Experience in a well-developed computerized ERP environment
Procurement of category knowledge and working experience.
Knowledge of both local and global sources of supply.
Demonstrated ability in extracting reports from ERP systems and performing analysis.
Demonstrated ability to establish and maintain good working relations with the end users and suppliers
