Job Description – Field Office Manager

Job Purpose Summary

The Field Office Manager is the administrative and legal representative of the client in the country of assignment. The role is responsible for implementing the client’s policies and procedures and working towards achieving the organization’s developmental and humanitarian objectives through optimal utilization of available resources and in cooperation with donors and stakeholders. The job holder leads the overall management of the field office, oversees program and project development, and ensures sound financial management.

Key Duties and Responsibilities

  • Act as the administrative and legal representative of the client in the country.
  • Serve as the main point of contact with head office department directors and other field office managers.
  • Implement the client’s policies and strategies and translate them into practical action plans in the country.
  • Oversee all administrative, financial, technical, and legal matters related to the field office and its branches.
  • Supervise staff, evaluate employee performance, and approve budget, expenditure, recruitment, and termination requests.
  • Provide overall supervision of programs and projects, ensuring full compliance with administrative, financial, and technical procedures.
  • Prepare the annual administrative plan.
  • Supervise and approve the annual budget of the field office.
  • Approve and follow up on interim and final technical monitoring reports for approved plans.
  • Approve monthly and annual reports in accordance with the timeline set.
  • Coordinate and collaborate with government and non-government entities, international organizations, and civil society organizations in the country in line with headquarters’ policies and controls.
  • Conduct contracting with contractors, suppliers, and others according to approved conditions, controls, and procedures.
  • Ensure compliance with safety and security requirements at the client’s offices to protect staff, visitors, and organizational assets.
  • Follow proper legal procedures to resolve disputes and conflicts involving the office, safeguarding the client’s rights under headquarters’ guidance.
  • Prepare annual reports for the field office.
  • Establish committees for coordination and joint work purposes.

Other Duties

  • Perform any other tasks assigned by the Field Offices Affairs Department or executive management.
  • Manage working relationships with donors, implementing partners, and all stakeholders.

Job Requirements & Qualifications

Education:
Bachelor’s degree in Business Administration, Project Management, or a relevant field.

Experience:
Minimum of 10 years in humanitarian work, management, and program/project management.

Skills:
Strategic thinking, management skills, project management, diplomacy and persuasion, languages, interpersonal skills, leadership, computer skills.

Knowledge:
Planning future programs and projects, data and information collection, office and staff management.

Abilities:
Ability to assess situations and problems and their impact on workflow; ability to work under pressure and overcome challenges.
