Qualification Higher National Diploma (HNC), Diploma in Mechanical or Electrical & Instrumentation (E&I), or B.Sc. in an Engineering discipline from a recognized university, with extensive commissioning experience in Oil & Gas projects. Good skills in construction management, effective communication, and conflict resolution. Skills Experience / Knowledge / Skills 10 to 12 years of relevant experience in construction and installation activities within the oil & gas industry, with expertise in implementing industry best practices, systems, processes, and standards. Robust experience in FEED and EPIC projects, with the ability to review and approve contractor work. Excellent interpersonal, communication, leadership, and managerial skills. Strong knowledge of engineering standards, quality control, safety, and environmental practices. Ability to interpret and review method statements, inspection / test plans, schedules, and drawings. Proactive in identifying potential issues and proposing solutions. Experience supervising multinational and multicultural contractor teams. Technical expertise across multiple disciplines, with troubleshooting and problem-solving skills. Good IT and analytical skills, with the ability to work under pressure. Primary Duties and Responsibilities Represent the company on offshore facilities / contractor marine spread for pre-commissioning and commissioning activities. Prepare work permits, ensuring adherence to company e-PTW system requirements. Participate in daily planning meetings with the Asset Holder, reporting progress and constraints. Coordinate with HSEQ personnel for surveillance to ensure compliance with safety procedures. Coordinate personnel and material movement with contractor representatives. Review and approve contractor’s pre-commissioning and commissioning plans, schedules, procedures, and JSAs. Monitor activities to ensure compliance with approved procedures and drawings. Inspect completed work for mechanical completion and manage punch list items for pre-commissioning activities. Coordinate with construction supervisors for punch list clearance and witness pre-commissioning and commissioning activities. Provide daily progress reports to relevant project teams. Schedule and coordinate site acceptance tests and loop checks with operations. Develop and oversee implementation of commissioning plans aligned with project schedules. Detail activities for systems and subsystems to facilitate commissioning and startup. Develop and obtain approval for commissioning checklists and certificates, collaborating with vendors to resolve system issues. Work closely with construction, end users, and contractors to manage punch listing and close-out activities. Coordinate vendor visits and on-site training for critical equipment commissioning. Support local talent development by training Qatari nationals. Assist in developing and enhancing standards, specifications, and guidelines.
