Job Description
Provides strategic oversight and expert advice on procurement activities, ensuring efficiency, transparency, and alignment with government procurement policies.
Key Responsibilities :
- Develop and implement procurement strategies for public sector projects.
- Review and approve procurement plans and documentation.
- Ensure compliance with procurement laws and internal controls.
- Evaluate supplier performance and manage vendor relationships.
- Support capacity building and process improvement initiatives.
Requirements
Bachelor’s degree in Supply Chain Management, Business Administration, Law, or a related discipline (Master’s degree preferred).Minimum 17+ years of experience in procurement and supply chain management, including at least 3 years in a governmental role within the State of Qatar.Proven ability to lead strategic sourcing initiatives across multiple categories (e.g., construction, IT, services).Experience in developing and implementing procurement policies aligned with government regulations.Strong understanding of Qatar’s procurement laws and procedures, including Law No. 24 of 2015.Proficiency in using e-procurement systems and ERP platforms such as Oracle and Microsoft Dynamics.Demonstrated success in supplier performance evaluation and contract compliance monitoring.Experience in conducting market research and cost-benefit analysis to support procurement decisions.Ability to manage procurement audits and ensure transparency and accountability in public spending.Experience in mentoring procurement teams and leading capacity-building initiatives.Bilingual proficiency (Arabic and English) is a must.
