Minimum Qualifications
- B.Sc. in Engineering or equivalent, or Diploma in Mechanical, Instrument, Electrical, or Civil Engineering from a recognized university
- Middle East / Gulf experience preferred
- Proficiency in English (spoken, read, written)
- Knowledge of plant safety standards and procedures
- Strong written communication skills for complex instructions and procedures
Minimum Work Experience
8-10 years in refinery, petrochemical, or Oil & Gas plant operationsProven ability to adhere to safety, HR, and company policiesExperience supporting internal customers and fostering teamworkCapable of working independently with minimal supervisionStrong coordination, interpersonal, and negotiation skillsTechnical Skills
Knowledge of current market trends to support operationsVendor negotiations leading to contract or purchase order awardPurchase requisition (PR) processing and verificationSAP procurement module (mandatory)MS Office (Word, Excel, PowerPoint)Experience with shipping / freight terms and services procurement in the Petrochemical industryKey Responsibilities
Establish and maintain professional relationships with vendors, suppliers, and contractorsConduct technical and procedural discussions with vendors / suppliers / contractorsPrepare bidders' lists, instructions to tenderers, tender packages, and RFOsConduct technical and commercial evaluation of vendor bidsNegotiate bids and issue purchase orders or supply agreementsMaintain contract and tender documentation and uncontracting systemPrepare submissions for Tender Committees and make recommendationsMonitor compliance with contracts and tendering processesProvide procurement support to internal customers, ensuring service orientation and collaborationHandle routine services procurement matters and tasks as assigned by team leaderKey Competencies
