General Description of Role and Responsibilities :
- This position shall provide support primarily to the Senior Quantity Surveyor for delivery of Project(s)
- Responsible for reviewing of bills of quantities, rate analysis, and other commercial activities for the Projects
- Provide assistance to check and certify payments to contractors and consultants
- Provide Quantity Surveying support related to the Project(s)
- Assist the Senior Quantity Surveyor in all pre and post contract functions
- Prepare / review Bills of Quantities in a timely manner
- Provide assistance in verifying claims, payments, variations, addendum, extension of time contractual issues in accordance with Authority policies and guidelines for Projects
- Liaise with the Contracts Department of the client and other departments to resolve and close actions
- Liaise with consultant / contractor quantity surveyors
- Continually seek and capture lessons learned from the cost, financial, and procurement processes and use this intelligence to alter the process, tools and systems in order to improve the approach to delivering the Projects
- Provide contract administration support for Project(s)
- Provide cost reporting for Project(s)
- Review and make recommendations on payments in a timely manner
- Track all commercial actions to ensure completion in a timely manner
- Attend project meetings as required
- Prepare progress reports for Senior Quantity Surveyor as required
Qualifications, Experience, Knowledge and Skill s :
University degree from a recognised university in an appropriate field such as Quantity Surveying, Commercial Management, Construction Management or equivalentExcellent communication skills in English, written and spokenMust have experience in tunnel or deep excavation projectValid driving licenseProfessionally qualified in MRICS or equivalent is preferableMinimum 10 years of post-graduate experienceExperience in major infrastructure Projects or programs. Preference will be given to Drainage Pipeline, Wastewater Treatment Plants and Pumping Stations, TSE Pipelines, Surface Ground Water Systems, Underground Services and Civil Structures related experience.Contracts Management experience, including resolution of contractual mattersExperience of working with Design-Bid-Build and Design and Build Contracts in particular or a working knowledge of the sameExperience in contract formation and administrationAbility to manage and administer pre and / or post contract requirementsExperience in procurement management and tendering proceduresManagement of medium sized multidisciplinary teamsExperience in Contract types including : FIDIC and Government formsExperience of working in Qatar is essential
