Risk Manager

Project : Roads Operations & Maintenance (O&M)

Job Purpose : To identify, assess, and mitigate risks impacting the road O&M project’s performance, budget, and reputation, ensuring compliance with international risk management standards (ISO 31000). The role focuses on desert-environment challenges, oilfield proximity, and contractual penalties under performance-based contracts.

Education

Bachelor’s in Civil, Mechanical or Environmental Engineering, or Risk Management (WHED-recognized).

Master’s / MBA (preferred)

Certifications

Certified Risk Manager (CRM) or PMI-RMP.

15+ years total, with 5+ years in risk management for roads / oil & gas projects.

International experience outside MENA (e.g., UK / Australia for desert highways).

Technical Skills

Proficiency in risk software (e.g., @RISK, PertMaster).

Knowledge of Qatar’s MOMRA road standards and FIDIC contracts. (Preferred)

Key Responsibilities

Conduct weekly risk audits for :

Desert-specific hazards (sandstorms, extreme heat, remote work locations).

Road O&M risks (pavement failures, drainage blockages, traffic diversions).

Contractual risks (penalties for missed KPIs, stakeholder disputes).

Develop action plans for high-impact risks (e.g., emergency response for oil spills near Field).

Coordinate with :

Traffic Ops Manager for incident-driven traffic disruptions.

Planning Engineer for schedule delays.

Contract & Compliance Risks :

Monitor performance-based contract clauses.

Ensure insurance policies cover project risks (e.g., third-party liability, equipment damage).

Reporting & Stakeholder Communication :

Submit monthly risk dashboards with : Top 10 risks (likelihood / impact matrix).

Mitigation progress (RAG status : Red / Amber / Green).

Lead risk workshops with subcontractors.

Soft Skills

Fluency in English (Arabic a plus).

Crisis management for remote-project escalations.
