Located on Al Udeid Airbase in Doha, the Qatar Technical Institute provides internationally recognised training programs to all three services that make up the Qatar Armed Forces. The QTI training pipeline consists of Foundation Training, General Engineering and Speciality Type Training. Supporting Qatar vision 2030, this ensures QAF personnel are equipped with appropriate skills and knowledge for a career in the Armed Forces.
About the Role Holder:
The role holder will be a pro-active individual who demonstrate ownership of all activities within their direct areas of responsibility.
The PM Cell and Procurement Support is responsible for all Technical Institute procurement activities and deliverables. Working primarily from the Technical Institute site, the PM Cell and Procurement Support must ensure the Technical Institute requirements are met ensuring the relevant stakeholders are informed and up to date on all procurement activities. Ultimately, the role will be responsible for driving the timely execution of onsite procurement requirements whilst working to support the Qatar Branch Office (QBO) Procurement Group Lead developing sourcing solutions and strategies that drive a value-added procurement service.
Additionally, the PM Cell and Procurement Support must be proactive in engaging Technical Institute department managers and team leads to better understand extant and emerging requirements and provide solutions or alternatives when issues occur. Whilst responsible to the Technical Institute, the PM Cell and Procurement Support will provide ad-hoc support to the Qatar Branch Office Procurement Group Lead.
Core Duties:
- Development and implementation of a tailored Technical Institute Procurement Plan, whilst ensuring adherence to BAE Systems Procurement Function governance – propose to take this out as we are now governed by the Qatar Branch Office Procurement Management Plan
- Remain proactive in communications with all stakeholders for the identification and on-going management of Technical Institute requirements.
- Develop knowledge of local markets and suppliers to better inform the ability to meet requirements.
- Carry out tenders to ensure the most suitable suppliers are utilised whilst implementing cost saving strategies to achieve project cost targets for high value items.
- Collaborate effectively with all requirement owners to ensure appropriate suppliers are engaged and end-user requirements fully understood and communicated.
- Regularly inform relevant stakeholders on lead times to manage end-user expectations.
- Engage the Technical Institute Project Management Team to ensure mutual understanding and management of the on-shore order book, commitment and spend profiles
- Establish robust, trusted relationships with suppliers for current and potential future requirements, across the Qatar programme.
- Ensure the Qatar Branch Office Procurement Group Lead is provided with regular updates on supplier activities and lessons learned for application across the Qatar programme.
- Prepare and agree the appropriate Procurement artefacts are in place to facilitate successful contract execution with any Qatari Suppliers (e.g. Decision Making Forums, Purchase Orders, Payment Plans, Certificates of Achievement, and Invoice Transaction).
- Work closely with relevant stakeholders within Qatar Branch Office to ensure all Supplier invoices are processed and paid in timely manner e.g. Finance Manager.
- Manage all supplier visits to the Qatar Technical Institute, taking careful consideration of rules and regulations of an active military airbase.
- Establish close working relationships with legal and export control functions to ensure all on-shore procurement activities are legal and compliant.
- Be present with suppliers and vendors, at their location, to help mature requirement understanding (e.g. producing and collecting samples for further discussions and subsequently providing feedback).
- The PPM Cell and Procurement Support will often be a supplier’s only point of contact with BAE System, as a result, this role is expected to act professionally at all times, demonstrating BAE Systems behaviours whilst representing the organisation.
Requirements
Essential:
- Qualified, or working towards MCIPs Level 6.
- A minimum of two years’ experience in a Procurement Officer role or similar.
- Experience working in the Middle East.
- Knowledge of the applicable laws and regulations in both the UK and Qatar.
- Excellent communication skills with the ability to promote change and communicate effectively with a diverse range of stakeholders.
- Strong organisational and motivational skills.
- Able to engage suppliers and vendors from varying cultures with tact and diplomacy.
- Proven capability in resolving complex issues whilst managing end-user expectations.
- Ability to react quickly, and positively to change.
- Competent in the use of Microsoft Office Suite (e.g. MS Word, MS Excel, MS PowerPoint) and database management.
- Must be able to coordinate multiple priorities in a dynamic operating environment, working with a high degree of autonomy.
- Fluent in English (minimum IELTS 7.0/CEFR C1 for non-native English speakers).
- Valid Qatar driving license.
Desirable:
- Experience working with a Military customer or in a Military environment.
- Ability to speak languages common in Qatar i.e., Hindi, Tagalog, Nepali or Arabic.
Requirements• Comply with the latest issue of the BAE SYSTEMS Part 145 Maintenance Organisation Exposition (MOE) and general awareness of the defence logistics framework and associated procedures in relation to the movement of all logistics items • Receive all items, checking that all required documentation is present and correct and that the packaging is intact. Check that part numbers on documentation matches that marked on the part or parts packaging • Quarantine any non-conforming items for appropriate investigation action. • Record receipts using the electronic stock accounting systems and procedures currently in operation • Place stores and parts demands as required on IMS • Maintain the preservation of materials and equipment whilst in storage or transit • Ensure the storage, handling and movement of hazardous materials is carried out as defined within hazard data sheets and mandated procedures • Pick, pack and deliver parts requests to the customer, checking the right parts are delivered to the right place at the right time safely, including line side replenishment • Coordination of any Tasking requests that require forklift/vehicle support, providing that support and liaising with the requestor to ensure any access or support issues are addressed prior to the activity • Coordination of Forward Delivery activities, ensuring the QEAF members of staff know where to deliver to and where to collect from • Protect any materials for dispatch against transit damage • Identify and report inabilities of supply items to all relevant teams • Be able to coordinate and assist in the preparation of detachment pack ups • Assist in programmed/adhoc Stock Taking activities • Performing and understanding investigation activities on IMS to assist in and resolve any stock discrepancies • Deliver a Direct Line Feed (DLF) service to Depth and Forward, supplying and replenishing all consumable requirements, including POL. • Ensure the DLF Forward and Depth visit schedule is adhered to, preventing any consumable racks or POL in-use lockers from reaching nil stock • Maintain the physical storage, issue and receipt into and out of stock of all POL items • Conduct Warehouse husbandry and building oversite checks • Carry out shift work as required in rotation • Mentoring QEAF Team members of the Team in effective and safe Supply Chain Operations, including monitoring of IMS inputs by the QEAF
