Job Summary :
The Permit Receiver (QE Approved) is responsible for obtaining, managing, and executing work permits in accordance with QatarEnergy (QE) safety standards and procedures. The role ensures that all site activities are carried out safely, with full compliance to permit-to-work (PTW) systems and QE regulations.
Key Responsibilities :
Act as the authorized Permit Receiver for daily site activities under the QatarEnergy PTW system.
Review and verify work permits (Hot Work, Cold Work, Confined Space, Excavation, Electrical Isolation, etc.) before submission.
Coordinate with Permit Issuers, Area Authorities, and Site Supervisors to ensure that all work is carried out under valid permits.
Conduct job site inspections to verify that control measures and safety precautions specified in the permit are implemented.
Ensure toolbox talks (TBT) and Job Safety Analysis (JSA) are conducted prior to commencement of work.
Monitor ongoing work and ensure that work conditions remain consistent with the issued permit requirements.
Immediately report any unsafe conditions, near misses, or violations of permit conditions to the HSE or Area Authority.
Ensure that permits are properly closed and signed off after completion of work.
Maintain accurate records of all permits issued, suspended, or cancelled.
Liaise with HSE personnel to ensure compliance with QatarEnergy and international safety standards.
Qualifications & Requirements :
QatarEnergy (QE) Approved Permit Receiver certification mandatory.
Minimum 5 years experience in Oil & Gas, Petrochemical, or Industrial Construction environments.
Strong knowledge of Permit-to-Work systems, LOTO procedures, and risk assessments.
Familiar with QatarEnergy safety regulations and worksite control measures.
Ability to communicate effectively in English (Arabic knowledge is an advantage).
Proven ability to coordinate with multi-discipline teams at site.
Strong safety awareness and attention to detail.
Preferred Skills :
Familiarity with HSE procedures and emergency response protocols.
Good interpersonal and leadership skills for coordinating with work crews and permit issuers.
Ability to work under pressure and manage multiple permits simultaneously.
