Job Purpose Summary
This role manages all Treasury Operations Control Duties related to Middle Office, Control and documentation. Responsibilities include ensuring accurate interest accruals, amortization of premium / discount, monitoring Treasury reports from a Risk perspective, processing Front Office transactions accurately, reconciling deals, overseeing Treasury reconciliation, suspense and sundry accounts, maintaining static data in the Treasury System, and collaborating with Treasury, Risk, and FCD as required. The role also ensures all Treasury related documentation and Islamic deal confirmations are accurate and timely.
Essential Duties & Responsibilities
Shareholder & Financial
- Assist the EVP‑Treasury and Asset Operations in annual budgeting and business plan process and subsequent monitoring.
- Implement KPIs and best practices for the Senior Vice President Treasury Operations Middle Office role.
- Control all financial reporting to other departments for all Treasury Products.
- Monitor the huge investment portfolio of the bank; e.g., QAR120MIO monthly average income on the portfolio.
- Ensure accurate recording of derivative products profit and loss account.
- Supervise all tasks of the treasury Operations unit.
- Act within the limits of delegated powers and delegate authority to staff.
- Demonstrate clear understanding of the bank’s financial & non‑financial performance factors.
Customer (Internal & External)
Provide assurance to Management and QCB that capital markets and investment positions align with QNB’s Investment Strategy and QCB limits.Provide timely and accurate information to external and internal auditors when required.Build and maintain strong relationships with related units to achieve Group’s goals.Maintain activities in accordance with Service Level Agreements (SLAs) with internal departments / units to improve turnaround time.Internal (Processes, Products, Regulatory)
Develop a team that understands the process & workflow and can deliver results accurately.Manage the Middle Office, control and documentation units.Monitor negotiations of ISDAs, GMRAs, Islamic Agreements, and Brokerage Agreements.Monitor EMTN documentation.Ensure end‑of‑month reports are correctly produced and on time.Monitor Nostro and Counterparty Limits, Investment Portfolio Limits, Currency Movement, Yield Curve, Valuation, Daily FX P / L.Guide staff in resolving customer or bank issues promptly.Perform troubleshooting and corrective actions.Handle all Capital Market, custodian, fund management, and investment transaction policies.Ensure all transactions are properly approved and booked in the system.Accurately monitor interest receipt / payments and accounting entries.Update market price for fair value exposure per Central Bank Policy.Respond to financial control queries regarding variances, P / L, and accruals.Interact with external / internal auditors to satisfaction.Provide periodical reporting to management and Central Bank per policy.Supervise staff coordination with other sections as Section Head.Support international branches and subsidiaries.Respond to FCD queries concerning P&L variance.Ensure correct Treasury customer creation and static data setup in Treasury System.Handle new / amendments in accounting mapping with Equation or BS for Opics accounting entries.Validate portfolio reconciliation with counterparty per ISDA / EMIR / MRUD regulations.Validate Initial Margin, Variation Margin, and Margin calls for Repo agreements under EMIR and MRUD regulations.Update QNB investments portfolio (financial reports, holdings, dividends, rights issues).Monitor all Islamic transactions and related schedule exchanges.Ensure correct floating deal rate refixings and settlement / reconciliation.Review brokerage costs related to Islamic deals.Review all legal documents on EMTN issue before submission to IPA.Review KYC requirements for new Treasury transaction customers.Review ISDA, GMRA, CSA and other novation agreements for Treasury transactions.Review monthly statistics for Treasury ops & control area.Continuous Improvement
Lead improvement initiatives through cross‑functional teams.Encourage practices that are better than industry standards.Foster innovative thinking within the team.Reward innovative ideas in everyday tasks.Possess knowledge of capital markets, derivatives, investments, accounting, and regulatory regimes.Understand back office / treasury systems for static setup, processing routines, accounting rules, payment instruction, and reporting.Set up all department needs with available systems and enhance existing ones.Keep abreast of new regulations (EMIR, MRUD, etc.).Conduct regular meetings to assess staff performance.Take decisive action to resolve grievances or conflicts.Identify development opportunities and coach staff to assume greater responsibilities.Education / Experience Requirements
Bachelor’s / Master’s Degree in Marketing, Banking, Finance, Accounting, Economics, Business Administration or Information Technology (related field). Masters preferred.At least 15 years of relevant experience, preferably within a highly rated international bank / Treasury Operations Banking and Capital Market with minimum 7‑8 years managerial level.Required Documents
