The ICS Master Operator serves as the lead technical authority for the operation, optimization, and sustainment of building automation systems (BAS) across U.S. Air Force facilities. This role ensures mission-critical infrastructure—including HVAC, energy management, and life safety systems—operates in compliance with Air Force Civil Engineer (AFCEC) standards, Unified Facilities Criteria (UFC), and cybersecurity directives.

Responsibilities
- Operate and monitor ICS / BAS platforms (e.g., Siemens Desigo, Tridium Niagara, Honeywell EBI) to ensure continuous support for mission-essential facilities.
- Maintain situational awareness of system performance across real property installed equipment (RPIE), prioritizing up time for critical assets (e.g., SCIFs, data centers, medical facilities).
- Execute real-time diagnostics, alarm triage, and root cause analysis to prevent mission degradation.
- Lead implementation of control sequences per UFC 3-410-02 and ASHRAE guidelines.
- Adjust setpoints, schedules, and control logic to optimize energy use and meet Air Force energy intensity reduction goals.
- Coordinate with HVAC, electrical, and mechanical shops to validate field device functionality and system integration.
- Enforce Risk Management Framework (RMF) controls for ICS per DoDI and NIST SP 800-82.
- Maintain system hardening, patching, and access control in coordination with Base Communications Squadron and AFCEC.
- Ensure compliance with AF Form 332 processes, Configuration Control Boards (CCBs), and change management protocols.
- Maintain accurate system schematics, point lists, and sequence of operations.
- Generate reports for energy usage, fault trends, and system health to support CE leadership and AFCEC audits.
- Support performance-based service contracts with data-driven insights and technical validation.
- Train CE personnel and contractors on BAS interfaces, alarm response, and system navigation.
- Participate in design reviews, commissioning, and acceptance testing for MILCON and sustainment projects.
- Liaise with AFCEC, MAJCOM engineers, and base energy managers to align ICS operations with enterprise goals.
- Respond to emergency calls and participate in on-call rotation as needed to support 24 / 7 operations.
- Assist in training lower-level operators and participate in continuous improvement initiatives.
- Document system changes and maintain accurate records of maintenance and repairs.
- Ensure compliance with safety standards, codes, and regulations.
- Perform all other duties as assigned.
Qualifications
Requires a high school diploma or equivalentValid driver licenseMaster Certified Electronics certification. (preferred)Associate’s or Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Computer Science, or related field. (preferred)5+ years of experience in building automation or industrial control systems.Proficiency in ICS platforms (e.g., BACnet, Modbus, LonWorks) and HMI / SCADA interfaces.Strong understanding of HVAC systems, energy management, and control theory.Familiarity with cybersecurity protocols for operational technology (OT) environments.Must be able to pass a favorable national agency check (NAC).Required Skills
Experience with fault detection diagnostics (FDD) and analytics platforms.Knowledge of federal facility standards (e.g., UFC, UFGS) and DoD / AF CE protocols.Comprehensive knowledge of the operations, capabilities, and limitations of complex electronic systems complicated by a variety of multi-component assemblies and devices.Knowledge of electrical and electronic block diagrams, wiring diagrams, and schematics to understand the construction and operation of the industrial controls and to troubleshoot malfunctions.Thorough knowledge of logic circuits, electronic amplification and control circuits of complex electrical, mechanical, hydraulic and pneumatic systems; Ability to work independently and in team settings.Comfortable working in high-security, temperature-controlled environments.Knowledge of the characteristic voltage, current, and signal shape of the input and output of a wide variety of microprocessors, integrated and discreet solid-state circuits, and high-power vacuum tube or transistor applications to recognize indications of improper operation and differentiate them from temporary anomalies introduced by the testing itself.Work emergency situations as required.Excellent communication skills for coordinating with teams and documenting work.Additional Information
