Are you a visionary leader with a proven track record in delivering complex construction projects across the GCC? We are seeking a dynamic and experienced Chief Operating Officer (COO) to lead and scale operations for a prominent player in the regions civil contracting industry. As COO, you will be responsible for overseeing end-to-end project execution, operational strategy, resource planning, and cross-functional leadership to drive excellence, efficiency, and growth across multiple high-value developments. Key Responsibilities : Lead the operational and strategic delivery of large-scale civil construction projects Drive performance across engineering, planning, procurement, HSE, QA / QC and site operations Ensure adherence to project timelines, budget and quality standards Manage a diverse workforce and subcontractor ecosystem across multiple sites Optimize processes and implement best-in-class systems and controls Collaborate closely with the executive leadership team on business strategy, project pipeline, and client relations What Were Looking For : 20+ years of progressive experience in the civil construction sector (not infrastructure) Strong regional exposure with a solid understanding of GCC construction market dynamics Background with leading Tier 1 contractors known for complex, high-value building projects Proven leadership in operational scale-up and delivery of major developments Exceptional stakeholder management, team leadership, and P&L acumen This is a rare opportunity to shape the operational future of one of the GCCs most respected construction businesses.
