Overview

The Head of IT PMO will play a critical leadership role in driving and governing the delivery of large-scale digital transformation programs across the organization. This individual will be responsible for establishing and leading a world-class IT PMO, ensuring strategic alignment of projects with business objectives, and enabling successful execution of transformation initiatives. The role requires expertise in program governance, digital transformation, and stakeholder management. Base pay range information and related notices are provided by Robert Walters. The actual pay will be based on skills and experience.

Location : Doha, Qatar.

Key Responsibilities

  • Establish, lead, and continuously evolve the IT PMO as the central governance function for all technology programs and projects.
  • Oversee the delivery of the organization's multi-year digital transformation strategy, ensuring alignment with corporate objectives.
  • Develop and implement program governance frameworks, methodologies, and performance metrics.
  • Partner with senior executives to prioritize programs, allocate resources, and manage dependencies across the portfolio.
  • Provide clear visibility of program performance, risks, and issues to the Executive Leadership Team and Board.
  • Build and mentor a high-performing PMO team, developing capabilities in program / project management, governance, and reporting.
  • Ensure compliance with corporate policies, regulatory standards, and industry best practices.
  • Lead change management and stakeholder engagement to enable adoption of digital solutions across business units.
  • Drive continuous improvement of project delivery practices, embedding agile and hybrid methodologies where appropriate.

Key Requirements

  • Native Arabic speaker is a must
  • 15+ years of progressive experience in IT program / project management, with at least 5 years in a senior leadership role heading a PMO or Transformation Office.
  • Proven track record of leading large-scale, complex digital transformation initiatives in a multinational or large regional organization.
  • Strong knowledge of digital technologies, enterprise platforms, and IT operating models.
  • Deep expertise in program governance, portfolio management, and risk management.
  • Exceptional leadership, influencing, and stakeholder management skills, with the ability to engage at Board and C-suite level.
  • Advanced communication and presentation skills, able to translate technical concepts into business outcomes.
  • Professional certifications such as PMP, PgMP, MSP, or SAFe are highly desirable.
  • Prior experience working in the Middle East or within regulated industries (e.g., finance, telecoms, government) is an advantage.
