Provide professional technical guidance, with full responsibility and accountability, to ensure that the Quality Management System is well implemented within offshore EPIC Projects.
Ensure and monitor full compliance to applicable standards, specifications, and international codes throughout the performed projects, as addressed in the relevant Project Quality Plans (PQP).
Prepare the Project QMS documentation in accordance with contractual and regulatory requirements. Manage and follow-up on implementation of QMS compliance requirements in Contracts.
Act as a focal point for corporate / external audits. Coordinate with Project Team for planning and conducting second-party audits on Contractors and participate in assigned audits during contract execution.
Guide subordinates (call-off) and Project Team on various activities related to the latest version of ISO 9001 Standard, QMS system documentation and certification requirements.
Prepare Project Quality Plan (PQP) in coordination with the Project Team. Ensure that EPIC Contractors’ required PQP is established and adhered to throughout the Project Life Cycle.
Review the EPIC Scope of Services (SOS) and Scope of Work (SOW) and ensure that quality and technical requirements are incorporated, including Contractor / Supplier’s QA / QC and relevant engineering and construction deliverables and any other technical documentation.
Participate in pre-qualification of EPIC Contractors / Sub-Contractors and Vendors, as required. Monitor and enforce compliance with ISO 9001 and other applicable standards.
Participate in EPIC technical bid evaluation of the Bidders to ensure that quality requirements are included, addressed, and understood.
Review Contractor / Supplier’s engineering and construction deliverables with specific emphasis on QA / QC and coordinate with relevant engineering discipline specialists on issues related to materials, corrosion, special processes, etc., to enforce compliance with contract requirements.
Ensure deviation and non-conformance control systems are implemented to meet compliance requirements. Verify the resolution of deviations related to corrective and preventive actions and proper closure of NCRs and CARs.
Lead multi-discipline QA / QC Team (call-off) within the Project Teams and ensure that the Inspection Test Plans and procedures are in place and adhered to throughout the project life cycle.
Skills
Qualification
Bachelor’s degree in an Engineering discipline from an internationally recognized University, preferably a Mechanical degree. Master’s degree is also preferable.
Membership of a recognised Professional Institution of relevance is preferable.
Experience
Minimum fifteen (15) years of relevant QA / QC experience in Oil & Gas projects, including solid offshore experience; minimum 5 years in a similar senior position.
Qualified as Lead ISO 9001 Auditor. Professional qualifications relevant to quality are desirable.
Working knowledge and experience with international codes and standards relevant to quality.
Familiar with development of quality management systems, quality assurance & control relevant to Oil and Gas or Infrastructure and Civil projects during engineering development, procurement, construction & commissioning.
Working knowledge in the manufacturing inspection and certification processes for equipment / materials in projects and the associated Quality Assurance and Quality Control practices.
Working knowledge in offshore construction, welding & NDE (conventional and non-conventional techniques) is essential.
Proficient in the English language (both written & spoken).
Leadership skills to motivate and organise Project and Contractors quality & Inspection Teams to achieve a high-performance level.
