Job Description
Primary Purpose of the Job
To lead and be responsible for the Instrumentation & Control, Telecom and Electrical engineering input into the design, engineering, fabrication, installation, testing and commissioning of offshore facilities for an existing field Redevelopment Project with focus on successful on time execution of the project within budget and in accordance with the agreed project requirements, specifications and standards.
Principal Accountabilities
- Accountable for the technical integrity of the engineering and design activities within his discipline and ensure that safe, cost-efficient and on-time design is developed for the project.
- Provide direction to technical services in instrumentation engineering elements of the project scope, with special attention to the Design Basis, EPIC scope preparation and execution, design / safety / operations reviews, procurement of equipment, vendor selection, factory acceptance test and timely resolution of technical and engineering issues.
- Lead the selection of suitable technology, equipment, field devices as per design, evaluate options and select best techno-economic solutions for project facilities.
- Endorse the design calculation reports, system studies, design philosophies, software model input and output, drawings, data bases, specifications and vendor data.
- Be the project's technical expert and focal point for the Instrumentation engineering to resolve any deviation from Shell DEPs DEM-1 (Shall PS) requirements in discussion with respective Department Assistant Manager by providing technical justification and ensuring that the deviation doesn't compromise any safety in design.
- Lead the I&E and Telecom team in developing design scope and align their interfaces with various other engineering discipline's design and direct the contractor's design efforts by taking into account of safety, start-up, cost and constructability impacts.
- Coordination for engineering related reviews including Design Reviews, ENVID, HAZID, HAZOP, SIL, Bowties, ALARP, SAFOP, SIMOPS, 3D model review and Constructability review.
- Participate in Project Assurance reviews and Audits and ensure findings are effectively closed-out.
- Participate in Technical bid evaluation and provide necessary guidance in selecting the EPIC Contractors.
- Provide technical guidance during engineering stages of the project and monitor the implementation of QA / QC processes, in order to achieve deliverables and facilities that meet project requirements.
- Supervise team members and support the development of Qatari Nationals by ensuring that they receive proper job training and development.
Decision Making Authority
Planning, execution and decisions for the E&I and Telecom design activities on time and within budget, and as per agreed project requirements and specifications.Responsible for complex technical solutions during the execution of the project.Operate within the framework of established company policies and departmental procedures, guided by engineering codes, standard practices and procedures.Context / Special Features / Challenges
Exposed for extended periods of time, to assignments overseas.Exposed to different cultures, backgrounds and environments. Need to attend to and resolve conflicts, challenges and problems related to a large multi-cultural and multi-discipline technical workforce.Exposed to Offshore work environments during fabrication, installation, hook-up, commissioning, start-up and handover.Activities executed with the highest required level of confidentiality.Qualifications / Knowledge / Skills / Experience
degree or Higher in Instrumentation & Controls or Electrical Engineering from a recognized university; higher degree would be advantageous.Membership of a relevant recognized professional engineering association / institution is preferable.A minimum of 15 years' experience mainly in instrumentation design in Oil & Gas Industry, with an Oil & Gas Company or Contractor / Consultant, of which of which at least 10 years should have been in offshore Oil & Gas processing projects.Of the 15 years' experience, a minimum of 8 years should have been a senior discipline Engineer in a major project and a minimum of 7 years as Lead Discipline in design of major projects in a reputable engineering consultant, EPIC contractors or Oil & Gas Company.Fully familiar with Shell DEP's and other international design codes and standards.Familiar with E&I and Telecom softwares and design review.Familiar with all types of EPIC deliverables, equipment, design and construction progress reviews.Proven ability to manage multi-discipline engineering team in a major project environment.Knowledge in Construction, Pre-commissioning, Commissioning, start-up procedures review and approval for various instrumentation systems in line with international codes and standards.Strong technical, planning, communication, reporting and leadership skills.
