Offshore Construction Supervisor

Job description : JOB DIMENSIONS The Offshore Construction Supervisor is directly contributing to the Al-Shaheen field production objectives attainment by ensuring construction works are executed to plan and within defined duration. This is critical for the business’s continuity in terms of project delivery having impact on field production plan. Coordinate and supervise Construction Teams annually, on various locations in the field. Managed positions : PVV Supervisor, E&I Supervisor, QC / Material Supervisor, HSE Supervisor, 10-60 trade techs and Vendors. Report construction offshore works progress in accordance with Construction Department procedures. Liaise with onshore Construction Coordinators regarding all emerging issues during execution phase. Apply a cost-conscious mindset to each offshore construction activity. The position involves managing interfaces within and outside NOC : Within NOC : Production, Inspection and Maintenance, Campaign, HSE, Contracts & Procurement, Drilling and Well Services, Logistics. Outside the organization : With Contractor's Representatives, service and equipment Vendors. To execute construction of projects expected to be up to 1 MUSD budget. CONTEXT AND ENVIRONMENT Position is based offshore on various production sites managed from Doha, Qatar and operating oil & gas facilities with offshore / onshore (non-producing) sites. The position is part of the permanent team and is offshore rotating (28d / 28d). Participation in onshore HQ meetings and visits to OEM / service company workshops on an ad-hoc basis. ACCOUNTABILITIES To ensure compliance with NOC Incident Free culture, Health and Safety and environment policy is delivering Incident Free Shutdown. To manage the preparation and execution teams, for Construction activities offshore, of up to 60 Contracted Supervisors, Foremen & Multi-skilled Technician’s. To prepare the construction works with the Project Team. To plan for the resources, equipment, tools, consumables, …, required for the construction activities offshore. Maintain daily communication with onshore coordinators to ensure and report timely preparation and execution. To implement necessary actions to guarantee objectives are achieved. Provide daily reports to and via the Construction Department Construction Coordinator. Accountable for the safe delivery of works execution at site for E&C. Contribute to the development of the level 4 plans to maintain critical path. To deliver offshore works with zero punch items. ACTIVITIES HSE Adhere to NOC HSE policy, contributes to meeting the HSE objectives of the E&C. Participate in the preparations of the offshore construction activities with the Project Team : To plan the works in accordance to prioritization agreed with the Construction Lead, based on emergency, safety, production and future development critical needs. To participate in risk analysis as required for the good performance of the works. To participate in detailed design reviews with the Engineering Department of E&C to ensure the constructability and hookability aspects of the works. To check the constructability aspects of the deliverables (Work packs) provided by the Engineering. To participate in HAZID’s and Risk Assessments when required. Ensures the Job Safety Analyses are prepared timely for validation by the OIM Work Preparation Participates in Construction Kick Off and preparation meetings. Participates in and contributes to meetings and workshops related to preparation as required. To assist FOP with preparation of isolation plans and related material requirements. To coordinate production & approval of lifting plans. Ensures required procedures are prepared and available prior to starting the works offshore. Identify requirement for external services and coordinate the mobilization with onshore Construction Lead. Coordinators To prepare the Permit To Works. Organizes site surveys as required for the preparation of the works. Logistics, materials, contracts Ensures equipment, materials, consumables and spares are defined / identified in the Work Orders. Tracks their availability status with the assistance of the Material Coordinator. Ensures mobilization of materials, equipment and personnel is achieved as per plan. Planning Provides support to the Project Engineers and / or Construction Coordinators with the preparation of construction plans. Inputs to the Level 4 schedule inclusive of the mobilization and demobilization of all offshore personnel, materials and equipment. Provides input and participates as required in 5 year to 4 month campaign planning cycle including development of work lists. Ensures that manpower and accommodation requirements (labor, supervision, contractors and equipment specialists) are forecast and implemented. Execution Conducts daily safety tours, tool box talk audits and ensures all safety issues are reported through site management in a timely manner. To manage the Permit To Works. Personally leads offshore Construction Teams to ensure safe and timely implementation and execution. Reports progress daily and escalates blockers immediately to ensure critical path is maintained. To communicate on a daily basis with the FOP entity offshore (OIM, OTL, …) with regards to the works ongoing for E&C Construction activities. To ensure that the resources and organisation from Contractor are adequate with regards to the workload. To review and sign-off contractors timesheets. To co-ordinate with QA leader for all quality matters. (Inc sign off of MC packages). To deliver a consistent dossier (precom / com dossiers, red-mark-up drawings, …) to the E&C Commissioning Supervisor and / or Construction Engineer Coordinator for the offshore construction activities. To assist the offshore Commissioning Team as needed. To deliver the construction in the respect of the scope, quality and budget (man-hours) as planned by the Construction Post-campaign activity Compiles construction execution data and contributes to the project close-out report in conjunction with onshore-based Construction Coordinator and Project Engineers. To provide details for the as-built dossiers with Contractors / Subcontractors inputs from Offshore Construction Team. To provide feedback for cost realization of the projects. Participates in the Lessons Learned review meeting with stakeholders. Ensures Work Orders are closed. Archives the construction preparation documentation for future reference. To contribute to the close out dossier at the end of the project, as well as to participate to REX and Lessons learned for the Company. Minimum 15 years' experience in offshore construction of oil and gas installations Advanced skills and knowledge of Campaign / Shutdown Management techniques preferably in the petrochemical, refining, Oil & Gas exploration and / or production industries. Awareness / basic use of planning software tools i.e. Primavera P6, MS Project. Excellent planning, organizational and communication skills required. Solid leadership skills and ability to work in a multi-disciplined and multi-cultural environment. Fluent in English (listening, writing and speaking) and its technical vocabulary. Self-starter and able to work with minimal supervision. High-level user of the Computerized Maintenance Management System (CMMS) SAP. Medically fit to work on offshore oil & gas installations.
