Job Title : Head of Cost Estimating
Location : Doha, Qatar
Job Purpose
Provide expert advice and leadership in cost management activities including estimating, forecasting, reporting, allocation, planning, and stewardship of expenditures for the Major Onshore Projects.
Job Context & Challenges
- Maintain shareholder confidence in cost estimates throughout the project lifecycle.
- Develop detailed cost planning models and reports to guide decision-making.
- Operate within a dynamic, high-pressure environment involving large capital expenditures and tight schedules.
- Deliver accurate performance across safety, quality, cost, and schedule metrics.
Key Responsibilities
Develop and implement efficient cost services and provide expert guidance on all cost-related matters across the project lifecycle.Lead financial input for funding packages including Advance Commitments (ACs), Full Funding (FF), and Supplementary Funding.Maintain benchmarking databases (manhours, cost, productivity) to support estimating activities.Evaluate and challenge cost estimates for potential change orders and claims from FEED / EPC contractors.Prepare annual Work Program and Budget (WP&B) based on project scope and progress.Conduct probabilistic cost risk analyses to determine contingencies and accuracy ranges.Monitor contractor cost performance against control plans and recommend corrective actions.Advise the Project Leadership Team on emerging cost issues and support the development of recovery plans.Verify project commitments against approved budgets and ensure proper management approval for change orders.Support technical evaluations for EPC tenders during the Pre-EPC phase, including developing evaluation plans and reports.Generic Accountabilities (All Employees)
Ensure compliance with Company Safety, Health, Environment, and Quality standards.Support Qatarization by contributing to the development of Qatari employees (mandatory for expatriates).Comply with anti-trust and competition laws and Company firewall policies.Minimum Requirements
Qualifications
Bachelor’s degree in one of the following disciplines :Business, Accounting, Commercial, MarketingSciences, Engineering, Project ManagementSupply Chain Management, Law, CommunicationTechnologies, Mathematics, or StatisticsExperience
Minimum 10 years in a business-related function or disciplineAt least 6 years in the Oil & Gas industryMinimum 2 years in a supervisory role or oversight of contractors / vendorsTechnical & Business Skills
Experience with Oil & Gas companies, EPC contractors, vendors, or service providersStrong knowledge in project business disciplines : planning, scheduling, cost control, estimating, claims, risk / change management, procurement, contract management, reportingProven ability to manage business functions and disciplinesExpertise in international standards and best practicesSubject Matter Expert (SME) in cost estimatingProficiency in relevant business processes and risk assessment methodologiesAdvanced skills in software tools including dashboards, data analytics, SAPExperience in large-scale operating organizations (Operations, Projects, Subsurface)#J-18808-Ljbffr
