The General Counsel helps to drive the organization forward. S / he is tasked with protecting the organization from undue legal risk, establishing and enforcing best practices, reviewing policy and procedures documents and manuals for legal compliance ensuring they are communicated across the organization in addition to educating and training staff on critical areas such as compliance and legislation. S / he not only reduces legal risk but is able to foresee it, articulate it and communicate it upwards to the Board. S / he is responsible for a vast array of corporate / commercial (including procurement) matters including high value and often highly technical contracts and joint ventures.

The General Counsel is a voice of authority / subject matter expert on all legal related matters at a strategic and operational level and provides expert advice to the leadership team and the business ensuring that the highest standards are set and maintained across the organization.

Key Role Accountabilities

  • Makes organization wide strategy decisions as well as operational implementation of policies, processes and programs that ensures pre-eminent legal practices and programs.
  • Formally reviews and makes independent decisions on all legal issues relating to portfolio of services under his / her command.
  • Directs the operation of the Legal program. Monitors and supports the operations of related programs and activities. Identifies potential vulnerabilities and risks. Leads the development and implementation of corrective action plans for resolution of problematic issues.
  • Ensures the existence of effective channels for obtaining links with the other stakeholders like, Medical Services, Internal Auditor, and other departments to assure the appropriate engagement of existing channels for effective services across the organization.

Key role for Legal Services

  • Provides strategic counsel and oversight to the Board and senior management in legal areas and due to Sidra’s links with US Universities and medical centers such Cornell, ensuring adherence to US (and equivalent European) OFAC and FCPA etc. regulations.
  • Establishes all legal policies and procedures and standardizes contractual and other legal documentation to ensure Sidra’s legal and commercial risks are minimized and its ability to pursue its business facilitated by clear legal direction.
  • Represents Sidra to various stakeholders – in particular, within the local and international business / legal community.
  • Formulates and influences positive legal and regulatory change in the medical sector including potentially developing the framework of medical laws and codes in Qatar.
  • Provides pro‑active, forward‑thinking legal advice and briefs the Board and senior management on all matters of legal significance.
  • Develops a panel of external counsels to ensure that specialist legal work that cannot be handled internally is outsourced to the optimal firms both in Qatar and abroad. Briefs and manages external counsel on that panel to ensure the timely, cost effective and appropriate provision of legal advice.
  • Interprets the impact and implications of legislation (local and international) as it affects or could affect Sidra’s business.
  • Keeps up to date with and advises on all relevant legal and regulatory issues in the medical sector and influences positive change in the same where appropriate and possible.
  • Anticipates exposure to legal threat and risk. Ensures appropriate documentation and procedures are in place to protect Sidra’s interests and its risks minimized, including insurance matters.
  • Drafts, advises on and negotiates a vast array of commercial legal documentation of significance to Sidra’s business.
  • Manages all disputes and threats of litigation including possible malpractice suits to protect Sidra’s financial and legal interests as well as its reputation.

    • Qualification & Experience

    Education

    LLB or equivalent from a reputable university or law school with admission to a recognized Bar, typically, the US, Canada, England & Wales, New Zealand, Australia, Hong Kong or Continental Europe.

    Experience

    15+ years of management experience in a similar or related position.

    Certification

    Active and current license to practice law.
