Responsibilities : Working alongside CLIENT Roads Operations and Maintenance Engineers to successfully implement and manage a multi-year area-based Roads Performance-based operation and maintenance (O&M) Contract. Review and analyze Assets Performance Measures and Outcome Targets within the Roads Right-of-Way (ROW). Review existing Roads O&M processes and procedures to assess their ability to meet the needs of network users. Possess a reasonable knowledge of O&M of various typical assets within the roads ROW. Support the Roads O&M Department in managing and administering O&M Work Contracts to ensure comprehensive Corridor Management services are provided by maintenance contractors on behalf of the CLIENT. Analyze procedures and strategies in the Roads O&M department and recommend improvements. Develop new processes for the Roads Performance-based O&M Contract to facilitate the transition to new operational and management practices for the roads network. Identify and implement changes in the Roads O&M department to ensure effective transition to new Roads Performance-based O&M Contracts. Recommend management pathways to improve the Network Level of Service. Review and evaluate existing Roads O&M standards, identifying areas requiring procurement or management of outsourced O&M contracts. Contribute to knowledge transfer processes to ensure structured learning and development of CLIENT personnel throughout the contract duration. Supervise knowledge transfer assessments, including appraisals and succession planning, to retain core knowledge, skills, and expertise. Review supply chains to ensure they support CLIENT assets and networks effectively. Assist in developing strategies supporting Qatarization initiatives and organizational development activities. Support the development of National Development Strategies and related strategies on behalf of Asset Affairs. Assist in developing and supporting QMS processes for the Roads O&M Department. Qualifications : Bachelor's or master's degree in engineering or a relevant discipline from a Western country (must). Relevant Chartered status and professional licenses. Minimum of 14 years of experience in roads operations, maintenance, and management, with at least 5 years in O&M. A master's degree from a Western country with a minimum of 12 years of experience is acceptable. Regional and international experience required. Strong leadership and team management skills. Excellent communication and interpersonal skills. Knowledge of current trends and innovations in Roads O&M practices. Proficiency in Microsoft Office and other business tools. Experience in developing and implementing QMS processes for Roads O&M.
