Education Above All Foundation is seeking a highly skilled and motivated
Senior Technical Manager
to oversee the day-to-day operations of the ROTA Program Technical Department, under the direction of the Director. This leadership role requires close coordination with other ROTA departments and will be instrumental in driving the growth, sustainability, and impact of ROTA’s portfolio. The Senior Technical Manager will serve as a key contributor in shaping and managing ROTA’s projects, ensuring strong technical oversight, innovation, and alignment with organizational goals. The role will also involve engaging and managing potential stakeholders to strengthen partnerships and deliver impactful outcomes. Responsibilities
Manage the development and implementation of department’s strategy and objectives. Formulate department annual business plans, policies and procedures, to support ROTA and the organizational business strategy. Oversee the projects’ Expressions of Interests (EOIs) and proposals review process and assure adherence to policies and procedures to evaluate feasibility and sustainability. Supervise and approve semi-annual technical report reviews conducted by the Technical Team and ensure approved reports and assessments are shared with ROTA’s Operations Department. Oversee the development and implementation of cost-effective instruments and tools for data collection and analysis across the life of ROTA projects. Facilitate advancement of ROTA’s initiatives, standards and methodologies for integrating Education for Climate Action, including fostering youth-led climate actions to strengthen youth capacity. Plan and review technical materials, data, and information on Climate Change and Green Skills to promote awareness across targeted locations and youths. Oversee and manage preparation of thematic, country / regional / international project briefings requested by stakeholders. Review and approve technical content for communication products prior to publication. Participate in global and regional publications and events, work with partners to advocate for and enhance EAA / ROTA’s position and image. Manage the team in planning, organizing, and controlling projects to ensure they meet objectives, timelines, scope, quality, standards and goals. Qualifications & Experience
Education
Bachelor’s degree in Social Sciences, Environmental Sciences, or a related field is required. Master’s degree is preferred. Experience
Minimum of 10 years of progressive experience across Education, Environmental Programs, Climate Change, Carbon Credits, International Development, Government Ministries, Civil Society Organizations, and Policy Development. Strong track record in designing and implementing project monitoring frameworks, strategies, and performance evaluation mechanisms. Demonstrated ability to lead multi-sectoral programs and manage cross-functional teams. Preference
Preference will be given to Qatari nationals with solid experience in developing and implementing project monitoring frameworks and strategies. Extensive and diverse experience in climate change, education, and international development. Strong background in Green Skills and the Green Economy, particularly in developing country contexts. Broad experience collaborating with international organizations, governments, civil society, and education policy makers. Proven expertise in project management, stakeholder engagement, and policy development. Demonstrated ability to manage complexity, lead diverse teams, and drive innovation. Skilled in integrating climate action and education initiatives into broader development strategies. Knowledge of change management tools and techniques to guide organizational transformation. Strong analytical and problem-solving abilities with a focus on data-driven strategies and evidence-based decision-making. Excellent communication and advocacy skills, including representation at regional and international forums. Proven ability to promote organizational priorities through partnerships, events, and publications. Language Skills
