Overview
The Airworthiness Review Lead is responsible for ensuring the continued validity of the aircraft airworthiness certificate. This includes delivering through leading and managing the airworthiness review schedule to ensure a full, documented review of an aircraft’s records, together with a physical survey, confirms that the aircraft has remained within a controlled environment since either delivery or the previous airworthiness review. The role further ensures robust ARC planning at strategic and tactical levels, maximising the operational efficiency of the QEAF Typhoon fleet. In addition, the ARC Lead leads and develops a culture of Continuous Improvement within CAMSS, instigating change, and acts as the CAMSS Continuing Airworthiness SME when leading and conducting safety investigations as tasked.
Core Activity
- Manage the development, production and issuance of QEAF Typhoon ARC certificates to satisfy the required schedule, conducting a fully documented airworthiness review of the aircraft and records at intervals as required by QEAFAR.
- Manage the reconciliation activities (findings) identified during an airworthiness review, ensuring that they are captured, recorded, communicated and acted upon within the required timescales. Ensure that escalated issues identified by the airworthiness review process are assessed and effective solutions are implemented.
- At a strategic level, manage the maintenance planning and conducting of airworthiness reviews to ensure that detachments or any other incidents of aircraft unavailability are deconflicted, maximising the operational efficiency of the QEAF Typhoon Fleet. Capture fleet trends that identify fleet-wide issues that could manifest a risk to CAw.
- At a tactical level, manage stakeholder interaction to deconflict the ARC schedule with other aircraft activities. Ensure effective communication throughout the stakeholder chain to highlight ARC priorities and findings.
- Lead and develop the effectiveness of CAMSS through Continuous Improvement. Identify process and policy insufficiencies that increase risk to CAw, and generate reports and plans to communicate and manage the changes identified.
Key Accountabilities
Performance indicators – Ensure the effective management of continuing airworthiness review activities by ensuring compliance to QEAFARs and the Continuing Airworthiness Management Exposition (CAME). Set effective schedules, monitor findings to identify trends and develop continuous improvement programmes. Prioritise activities within the ARC Terms of Reference (ToRs) to ensure efficiency and maximum AVA of the QEAF Typhoon Fleet.Procedure / standards – Ensure the currency, accuracy and management of all policies and procedures stipulating the requirements of airworthiness reviews. Ensure that all airworthiness review activity stringently adheres to and complies with all.Safety Management System – Manage the application of Human Factors, Error Management, Risk Management and Safety Assurance within the ARC process. Include proactive analysis, mitigation and management of hazards, especially if identified during an airworthiness review that manifests an immediate risk to flight safety.Management System Assurance – Ensure all airworthiness review, continuous improvement and safety investigation activities are compliant with the regulatory and assurance framework, including supporting process confirmations and independent assurance audits. Manage and support the production, issuance and response to airworthiness review audit findings in a timely and appropriate manner and provide information to support the relevant reviews. Support the implementation of identified improvements to overcome non-conformance findings and monitor the effectiveness of resolved mitigations.Statutory / Regulatory & Legislative requirements – Demonstrate an appropriate level of understanding and application of the relevant continuing airworthiness regulatory framework. Support regulatory-driven changes into the relevant activities. Ensure compliance with other requirements, e.g. ITAR, EaPW, ISO.Contractual Requirements – Lead and manage compliance with all applicable regulatory requirements, e.g. through Airworthiness Review Lead activity, ensuring effective communication and implementation of any changes into continuing airworthiness review activities as appropriate.Requirements
