Position Summary
The Project Controls Director is responsible for leading and overseeing all project controls functions—including planning, scheduling, cost control, budgeting, risk management, progress measurement, reporting, and change management—for a major gas pipeline project. The role ensures the project is executed within approved scope, cost, schedule, and quality parameters while ensuring full compliance with company, client, and regulatory requirements.
Key Responsibilities
1. Planning & Scheduling
- Develop, implement, and maintain the project master schedule (Level 1–4) in accordance with project execution strategy.
- Monitor schedule progress, identify delays, and recommend mitigation strategies.
- Coordinate with engineering, procurement, construction, commissioning, and subcontractors to ensure accurate schedule inputs.
2. Cost Control & Budget Management
Establish and manage the overall project cost baseline and cash flow forecast.Track project expenditures, commitments, change orders, and forecast-at-completion.Lead cost analysis, variance analysis, and trend management reporting.3. Project Reporting
Prepare and deliver accurate weekly and monthly project control reports including schedule, cost, progress, KPIs, and risk status.Provide management with early-warning indicators and corrective action recommendations.Ensure reporting aligns with company and client standards.Develop the project risk register and oversee regular risk reviews.Coordinate quantitative risk analysis (QRA) for cost and schedule.Manage change control, ensuring all changes are identified, evaluated, and approved as per governance procedures.5. Progress Measurement & Performance Monitoring
Implement progress measurement systems (PMS) tailored to pipeline construction activities (ROW, welding, NDT, tie‑ins, testing, commissioning).Track productivity and performance metrics; support claims management where required.Lead and mentor a multidisciplinary project controls team (planners, cost engineers, risk analysts, document controllers).Interface with contractors, subcontractors, and client representatives on project controls matters.Support project management in strategic decision‑making.7. Compliance & Governance
Ensure adherence to company procedures, project execution plan, and contract requirements.Maintain accurate project data and documentation for audits and close‑out.Qualifications & Experience
Bachelor’s degree in Engineering, Project Management, or related field; Master’s preferred.Minimum 15+ years of experience in project controls within the oil & gas sector , including gas pipeline projects.Strong expertise in planning and cost control tools (e.g., Primavera P6, SAP, EcoSys).Solid knowledge of pipeline construction methodologies and project lifecycle.Strong analytical skills and leadership capability.Seniority level
