The SAP Tax & Revenue Management (TRM) Lead will play an essential role in driving the design, implementation, and optimization of core tax administration processes within our SAP landscape. The primary focus areas include Registration / Deregistration, Returns Processing, Payments, and Refunds. The ideal candidate brings deep expertise in SAP TRM and FI‑CA, proven experience in public‑sector revenue programs, and the ability to translate legislative and operational needs into effective system solutions. This role will collaborate with business stakeholders, policy teams, technical experts, and implementation partners to deliver a modern, efficient, and compliant tax administration system.
Key Responsibilities
Solution Design & Delivery
- Lead end‑to‑end functional design for Registration / Deregistration, Returns, Payment Processing, and Refunds modules within SAP TRM.
- Translate tax legislation, policy requirements, and operational needs into SAP TRM configurations and functional specifications.
- Define and maintain system architectures, process models, tax obligation rules, and workflow configurations.
Requirements Gathering & Business Engagement
Conduct workshops with business, tax policy, and operations teams to capture requirements.Document detailed process flows, business rules, user stories, and functional specifications.Validate requirements for compliance, feasibility, and alignment with SAP best practices.System Configuration & Build
Configure TRM business objects related to taxpayer registration, obligations, return forms, periods, assessments, payment rules, and refund processes.Configure FI‑CA functions such as payment clearing, dunning, account determination, and disbursement workflows.Support enhancements, custom developments, and functional testing of new features.Integration Leadership
Lead integration design with external systems such as taxpayer portals, payment gateways, banks, identity registries, and document management solutions.Collaborate with technical teams on APIs, middleware, batch processing, authentication, and data synchronization.Ensure data accuracy across tax master data, returns, financial postings, and taxpayer accounts.Data Migration & Cutover
Define migration strategy for taxpayer master data and historical return / payment datasets.Oversee data mapping, validation, cleansing, and reconciliation activities.Support cutover planning and readiness for go‑live across assigned TRM modules.Testing & Quality Assurance
Define test strategies across unit, system, integration, regression, and UAT.Review and validate test cases for registration workflows, returns, payments, and refunds.Lead defect resolution and ensure high‑quality solution delivery.Governance, Compliance & Documentation
Ensure SAP TRM processes align with legislation, audit standards, and internal controls.Define user roles, access controls, and segregation of duties.Maintain documentation including functional specs, configuration guides, and process manuals.Stakeholder Management & Project Leadership
Serve as the primary TRM subject‑matter expert for business stakeholders, IT teams, and vendors.Provide expert recommendations on SAP TRM best practices and solution improvements.Support project planning, risk mitigation, and reporting.Post‑Go‑Live Support & Continuous Improvement
Lead troubleshooting, root‑cause analysis, and stabilization activities in production.Identify and implement process enhancements and automation opportunities.Provide ongoing knowledge transfer and support to operations and support teams.Qualifications

Strong functional experience with SAP Tax & Revenue Management (TRM) and FI‑CA.Hands‑on design and configuration experience in Registration, Returns, Payments, and Refunds modules.Experience working in public‑sector tax administration or revenue management programs.Expertise in integration with external systems and financial modules.Excellent documentation, analytical, and stakeholder management skills.Preferred
SAP TRM or FI‑CA certification.Experience in complex government transformation or large SAP implementation programs.Knowledge of tax legislation, compliance, and digital government platforms.Preferred Education
