Overview
Guildhall is currently recruiting for a respected international contractor for a Traffic Operations Manager to join a major Roads Operation & Maintenance Framework Project in Doha, Qatar. The Traffic Operations Manager will be responsible for leading all traffic management activities under the Roads Operation and Maintenance Framework Project. The ideal candidate must have strong experience in Road O&M, Performance-Based Contracts (PBC), SLA / KPI-based payments, and coordination with government authorities in Qatar. This role requires an expert who can manage multi-project operations, ensure compliance with national traffic standards, and deliver safe and efficient traffic management solutions.
Key Responsibilities
Traffic Management Leadership
- Develop and implement a strategic traffic management plan for the framework project.
- Set up the organizational structure for traffic management activities as required.
- Monitor daily traffic conditions and adjust operational plans when needed.
- Ensure enforcement and compliance with all traffic laws and regulations.
Coordination & Communication
Coordinate with authorities, stakeholders, and third parties to resolve traffic issues.Manage the preparation, submission, and approval of all traffic-related documents.Lead communication with government agencies to ensure project compliance.Operational Management & Reporting
Conduct all traffic-related activities according to the contract and project requirements.Maintain accurate traffic records, incident logs, reports, and dashboards.Ensure performance meets PBC standards, KPIs, SLAs, and compliance frameworks.Manage multiple traffic-related sites simultaneously.Technical Competence
Apply expert knowledge in Traffic Management Systems, traffic flow, temporary diversions, road closures, and lane management.Ensure all traffic operations follow Qatar’s safety regulations and technical standards.Provide training to staff on traffic management skills and safety protocols.Qualifications
Bachelor’s degree in Engineering, Administration, or related fields.Degrees must be recognized by WHED (with translation if not in English).Minimum 10 years of total experience.Minimum 5 years continuous experience as Traffic Operations Manager or similar role.Must have experience in Road O&M and Performance-Based Contracts (PBC).International experience outside the MENA region is preferred.Proven experience managing multi-project traffic operations.Strong technical skills in traffic management and operations.Ability to manage complex projects with limited supervision.Excellent communication and stakeholder coordination skills.Ability to provide specialist support and technical insight.Fluent English (written and spoken).Strong reporting, documentation, and incident management skills.#J-18808-Ljbffr
