Position Summary
Offshore Area Manager overseeing 4 direct reports and 15+ subordinates, reporting to the Offshore Installation Manager (OIM) and the area manager. Drives safe, incident‑free shutdowns and campaign execution.
Responsibilities
- Ensure adherence to NOC’s incident‑free culture, health, safety and environmental policies for safe shutdowns.
- Plan, prepare and execute campaigns in accordance with industry standards.
- Compile complete information into a Bookies Board; coordinate with onshore teams for execution readiness.
- Execute required actions to meet campaign objectives.
- Develop detailed execution plans for each R&S campaign; align priorities with the OIM.
- Submit daily progress reports to the NOC OIM and onshore teams.
- Supervise contractor resources to ensure safe, efficient, reliable execution.
- Contribute to Level 4 plans to safeguard the critical path.
- Oversee topside non‑routine activities, coordinating with onboard entities (FOPS, E&C, MP, MNT, INSP) and onshore teams for scope arbitration, validation and safe execution.
- Act as the HSE representative and enforce safety standards.
- Monitor offshore execution to align with KPIs, milestones and the approved P6 schedule.
- Support production goals by ensuring offshore activities finish within defined timeframes.
- Coordinate and supervise campaign execution, promoting an efficient multidisciplinary & integrated approach.
- Serve as primary liaison with onshore teams to resolve issues during execution.
- Promote cost‑conscious activities to optimize resource utilization.
- Identify opportunities and integrity risks to maximize production while complying with environmental & process safety standards.
- Manage interfaces within NOC and with external stakeholders (Production, Inspection & Maintenance, Campaign, Engineering & Construction, HSE, Contracts & Procurement, Drilling & Well Services, Logistics).
- Ensure adherence to NOC’s HSE policy; contribute to recovery & sustainability objectives.
- Develop campaign HSE organization plan early with OIM and HSE Advisor.
- Validate Job Safety Analyses (JSAs); act as onboard HSE representative promoting safe practices.
- Attend key safety and planning meetings (5WL Planning, Weekly Performance, Safety, DGS, Action Plan, Bi‑weekly & monthly HSE meetings) and provide input.
- Prepare and execute construction activities, including pipeline, vessel, valve, structure repairs and modifications.
- Ensure compliance with company references, procedures and local regulations from RFC receipt to handover.
- Optimize resource usage within budgets and timelines, minimizing rework.
- Define and align project priorities with internal clients.
- Promote safe working practices among contractors.
- Conduct site visits to define battery limits and clarify scopes.
- Support contract strategy development and tendering processes.
- Ensure clear scope communication to all parties.
- Issue progress reports on construction and campaign activities.
- Monitor contractor activities from kick‑off to completion.
- Identify bottlenecks or non‑conformances; initiate corrective actions.
- Ensure completion of as‑built dossiers, handover certificates, and pre‑commissioning documentation.
- Maintain lessons learned register for continuous improvement.
- Ensure PTW and associated documents are issued before site execution.
- Coordinate preparation of work packs for pressure vessel inspections and repairs.
- Plan and prioritize maintenance & coating activities to reduce downtime.
- Support isolation & spading preparation, ensuring validation at site.
- Prepare and validate procedures per NOC standards.
- Initiate procurement for external services.
- Organise site surveys for battery limits and scope confirmation.
Context & Environment
Position based offshore in Qatar, Al Shaheen field (Doha). Permanent team, offshore rotating 28 days on / 28 days off. Trips to onshore required on an ad‑hoc basis.
Qualifications & Experience
10+ years in offshore Oil & Gas operations.Diploma or equivalent technical qualification, or relevant industry experience.Advanced skills in campaign / shutdown management, preferably in petrochemical, refining, exploration or production.Basic use of planning software (Primavera P6, MS Project).Excellent planning, organisational and communication skills.Solid leadership skills; ability to work in a multi‑disciplined, multicultural environment.Fluency in English (listening, writing, speaking).Self‑starter, able to work with minimal supervision.High‑level user of CMMS SAP.Employment Details
