We are looking for an experienced and results-oriented Package Director to lead and oversee a portfolio of large-scale, complex infrastructure projects. The role is responsible for ensuring strategic alignment, efficient execution, and successful delivery across the program, while driving high-level stakeholder engagement, cross-project coordination, resource optimization, and robust governance to achieve organizational objectives and maintain excellence in quality, schedule, and budget performance.
Key Responsibilities :
1. Strategic Project & Program Leadership
- Oversee the planning, initiation, and execution of multiple complex projects within the package, ensuring alignment with organizational goals and strategic priorities.
- Define and refine scopes, objectives, and high-level deliverables across the entire project portfolio, collaborating closely with senior stakeholders and cross‑functional leadership.
- Conduct comprehensive feasibility analyses and risk assessments across all projects, ensuring risks are proactively identified, prioritized, and mitigated before impacting cost, schedule, or quality.
- Develop multi‑project program roadmaps, including integrated schedules, budget frameworks, and resource plans to ensure successful delivery of the full package.
2. Cross‑Project Execution & Performance Management
Provide strategic direction and leadership to multiple project teams, ensuring smooth coordination and consistent adherence to program timelines, quality standards, and regulatory requirements.Establish robust monitoring systems to track project health across the entire package, including progress, budget performance, interdependence, and resource utilization.Identify operational issues or deviations at both the project and program level; implement corrective actions, escalations, or process improvements to maintain delivery momentum.Drive continuous improvement and standardized delivery approaches across all projects for efficiency, consistency, and scalability.3. Executive Stakeholder & Client Engagement
Serve as the primary point of accountability for all stakeholders across the project package, ensuring expectations are clearly defined and consistently met.Facilitate high‑level communication with executives, clients, and cross‑functional leaders through structured reporting, governance meetings, and status reviews.Build and maintain strong stakeholder relationships, proactively managing concerns, aligning priorities, and ensuring transparency throughout the project lifecycle.Lead negotiations and conflict resolution efforts to remove organizational roadblocks and safeguard program success.4. Resource & Capacity Management Across the Package
Lead resource planning across multiple projects, ensuring optimal allocation of personnel, equipment, and materials to meet program objectives.Partner with functional managers to forecast staffing needs, resolve capacity gaps, and coordinate required expertise across different workstreams.Oversee resource utilization metrics and ensure strategic deployment to avoid bottlenecks, inefficiencies, or project delays.Promote a culture of collaboration and knowledge sharing among project teams to enhance performance and capability.5. Quality Governance, Compliance, & Risk Oversight
Establish and enforce quality governance frameworks across all projects, ensuring deliverables consistently meet organizational standards, industry regulations, and client expectations.Oversee the identification, assessment, and management of risks across the project package, including enterprise‑level risks with potential cross‑project impact.Develop and maintain comprehensive mitigation and contingency strategies that preserve timelines, budgets, and quality outcomes.Ensure compliance with all internal policies, external regulations, and contractual obligations throughout the project lifecycle.6. Program Closeout, Optimization, and Continuous Improvement
Lead structured closeout processes for each project within the package, ensuring all deliverables, documentation, and performance criteria are fully met.Conduct cross‑project evaluations and consolidated lessons‑learned reviews to capture insights, enhance methodologies, and drive future organizational excellence.Present final program outcomes to senior leadership, highlighting achievements, performance metrics, risk outcomes, and recommendations for future initiatives.Create knowledge repositories, best‑practice frameworks, and process standards that elevate the organization’s project maturity and operational efficiency.Education and Qualifications
Bachelor’s degree in project management, Engineering, or a related discipline.25+ years of experience leading large‑scale, multi‑project programs within infrastructure, demonstrating record of delivering complex project portfolios on time, within budget, and to quality expectations.Proven strategic leadership abilities, with experience guiding and empowering cross‑functional project teams, fostering collaboration, and driving high‑performance cultures across multiple workstreams.Exceptional communication, negotiation, and stakeholder management skills, with the ability to influence at executive levels, resolve conflicts, and maintain strong relationships with internal and external partners.Advanced knowledge of project and program management methodologies, frameworks, and best practices.Strong analytical, critical‑thinking, and problem‑solving capabilities, with a proactive approach to identifying risks, addressing issues, and implementing strategic mitigation plans across multiple concurrent initiatives.Ability to thrive in a fast‑paced, complex, and evolving environment, effectively managing competing priorities, shifting demands, and multiple high‑visibility projects while maintaining exceptional attention to detail and quality.Seniority Level
