RMC & Tunnel Operations Team Leader (Roads O&M)

About the Role We are seeking skilled and experienced Roads Management Centre (RMC) and Tunnel Control Room Team Leaders to join our team in Doha, Qatar. In this critical role, you will be responsible for managing the Roads and Tunnels Operations activities for one of the operational zones of Qatar, ensuring the safe, efficient and effective management of traffic. Note : this role is shift based to support 24 / 7 / 365 operations of the RMC and Tunnels Control Rooms.

Key responsibilities include :

Manage the RMC and Tunnels zonal operations to achieve the performance SLAs for network, corridor, junction and incident management

Identify performance improvement opportunities for congestion, incident and major event traffic management

Line management responsibility for the RMC / Tunnels Operators in the shift team

Coordinating operations with key stakeholders such as Drainage Management Centre, Ministry of Interior, Baladiya and Hamad Medical Corporationto safely manage incidents and events

Ensuring RMC and Tunnels Operators are following Standard Operating Procedures, emergency plans and severe weather response plans where applicable

Regularly updating the RMC Supervisor during escalated events and incidents that RMC and Tunnels Control Rooms are managing or supporting

Monitoring SCATS and ATMS interventions and liaising with the SCATS engineering team to manage short term congestion and corridor performance recovery following incidents and manual interventions

Ensuring equipment faults or availability that are impacting operations are reported to the RMC Supervisor immediately

Ensuring incident detection monitoring and response are achieving performance SLAs

Supporting the delivery of the RMC daily reports, major incident reports and monthly performance reports

Coaching and training Operators where necessary and supporting individual performance improvement

Managing the coordination of emergency works with zonal and strategic highways framework contractors

Ensuring traffic management response plans and DMS messaging plans are set and removed in accordance with scheduled traffic diversion plans (TDP) and supporting major events

Support the regular review and update of standard operating procedures and response plans

Staying updated on industry best practices and innovative technologies in roads operations

Monitoring operator compliance with health, safety, and environmental regulations in the RMC and Tunnel Control Rooms.

What do we need from you

Bachelor's degree or Diploma

Minimum of 5 years’ experience with a minimum of 3 years of Traffic Operations and Control Room experience

Experience operating traffic and tunnel control room systems (Genetec, SCATS, ATMS, SCADA etc.)

Strong knowledge of road infrastructure maintenance and operations, particularly in Qatar or the Middle East region

Strong analytical and problem‑solving skills with attention to detail

Proficient in MS Office Suite and relevant road management software

Excellent communication and stakeholder management abilities

Knowledge of Qatar or Middle East road standards and regulations

Ability to work effectively in a multicultural environment

Proficiency in English required, proficiency in Arabic is desirable
