The Role
- Lead legal advisory role for the delivery of PPP projects.
- Responsible for drafting bidding documents and relevant legal agreements.
- Undertaking legal due diligence.
- To assess the applicable legal framework and highlight any legal considerations.
- To analyze the sector and environmental legislation and regulations.
- To identify key legal and regulatory risks for the PPP project.
- To participate in the development and preparation of the PPP procurement documents in coordination with all relevant stakeholders and the Authority.
- To carry out risk analysis and mitigation.
- To conduct expression of interest, request for qualification, and request for proposal evaluations.
- To assist in preparing scoring mechanisms for markups.
- To prepare responses for all legal clarifications being raised during the procurement of the project as a PPP.
- To prepare and present evaluation reports and committee recommendation papers to the Authority and relevant committee for approval and address any comments.
- To prepare the draft PPP agreement and associated transaction agreements in compliance with the PPP Law for each PPP Project.
- To review any markups to the PPP agreement and advise the Authority on potential risks and negotiation strategies.
- To identify legal negotiation points and assist in the preparation of negotiation strategy and execute legal negotiations with the preferred bidder or any other bidder as per agreement with the Authority.
- To advise on the PPP agreement, bid documents, and negotiation with bidders.
- To prepare additional schedules based on the outcome of the negotiation strategy.
- To lead the compilation of the PPP agreement in preparation for signing and coordinate all relevant activities with the preferred bidder and the Authority including the Clients' department.
- To provide support to the Authority’s PPP team where required.
- To provide day-to-day contractual support to the Authority’s PPP team as and when required.
- Attendance at relevant meetings.
Requirements
Law degree obtained from universities identified in the World Higher Education Database (WHED) published by the International Association of Universities.More than 15 years of practical and relevant experience since obtaining the educational qualifications specified, with a minimum of 7 years of specialized experience in transaction advisory and PPPs.Minimum of 7 years of experience working in North America, W. Europe, UK, Australia, or New Zealand or an equivalent developed country or GCC.Minimum 7 years of experience with roles similar to the proposed role.In-depth knowledge of PPP procedures and processes.In-depth understanding of sector and environmental legislation and regulations.Demonstrable track record in the delivery of large PPP projects.Strong communication skills both orally and written to build and maintain excellent working relationships within complex structures, both internally and with various project stakeholders.Master’s degree in a relevant field.Highly desirable to have Chartership, Licensed or Professional Certification obtained from internationally recognized professional institutions or organizations.Highly desirable to have Arabic language skills.Highly desirable to have experience in Qatar and / or the Gulf region.About the company
