The selected candidate will be responsible for developing, implementing, and managing comprehensive Quality Assurance and Quality Control (QA / QC) programs across all phases of engineering design, procurement, fabrication, installation, hook-up, pre-commissioning, and commissioning for oil and gas production facilities. The role includes leading quality audits based on ISO 9001 and contractual requirements, overseeing QC coordination, and ensuring full compliance with project quality plans and industry standards.
Minimum Requirements
Bachelors Degree in Engineering.
Minimum 10 years of experience in QA / QC within the Oil & Gas industry, including at least 5 years in onshore Gas Facilities projects.
Proven experience developing and managing quality assurance programs covering engineering, procurement, fabrication, installation, and commissioning.
Strong background in preparing and executing ISO 9001based quality system audits.
ISO 9001 Lead Auditor training or certification is mandatory.
Hands-on experience in QC coordination and inspection activities during all phases of Oil & Gas project execution.
Key Responsibilities
Prepare project-specific QC Procedures, Quality Plans, Inspection & Test Plans (ITPs) as per client and contractual requirements.
Review and approve subcontractors quality procedures, ITPs, and related quality documentation.
Liaise with client representatives and Third-Party Inspectors (TPI) on all quality-related matters.
Review and approve Material Test Certificates, Receiving Inspection Reports, and ensure compliance with project specifications.
Monitor, investigate, and escalate site quality issues to the project team, ensuring timely resolution.
Promote a strong quality culture across the project site.
Support QC inspectors with observations from daily surveillance and ensure non-conformities are prevented or rectified.
Ensure all incoming materials comply with approved specifications and material submittals.
Maintain accurate records of work, inspections, materials, and provide data for weekly progress meetings.
Prepare and compile documentation for Mechanical Acceptance Certification and QC Dossiers.
Review vendor documents and support procurement with technical evaluations and compliance checks.
Review and approve Manufacturing Data Books.
Support the QA / QC Manager or Lead QA / QC Engineer in implementing the Quality Management System and Project Quality Plan.
Maintain and update the internal database (NCR, CAR, surveillance reports, KPIs).
Participate in internal audits and contribute to continuous improvement initiatives.
Actively participate in material receiving, installation, pre-commissioning, commissioning, and SAT (Site Acceptance Testing) for electrical and instrumentation systems (DCS, LV Switchboards, UPS, F&G, ESD, Transformers, etc.).
Ensure compliance with QCPs, Method Statements, ITPs, IFC drawings, and international standards.
Area of Expertise
In-depth knowledge of international codes and standards including SABIC, QP, QATARGAS, RLOC / QCHEM, QSTEC standards.
Strong experience preparing Method Statements, Installation Procedures, ITPs, and QA / QC documentation.
Ability to lead, manage, and supervise QA / QC teams and workflows.
Skilled in resolving quality-related issues with clients, engineers, and subcontractors.
Strong communication, analytical thinking, negotiation, and presentation skills.
Experience working in Hazardous / Non-Hazardous locations with sound understanding of area classification and equipment selection.
Ability to adapt quickly to diverse project environments and work under pressure.
