Description Overview
We are looking to hire a Construction Supervisor (Instrument and Control) for a national oil and gas operator in Doha. The role requires a minimum of 15 years overall E&I experience in construction installation, pre‑commissioning and commissioning in the oil and gas industry. Fluency in English is required.
Responsibilities
- Supervise EPIC contractors during the execution of construction activities at the site.
- Participate in reviewing detailed design drawings, method statements, material requisitions, etc.
- Coordinate mobilization and de‑mobilization of contractors on site.
- Supervise and approve construction activities, coordinate inspections, material submissions and working drawings from contractors, and process documentation as required.
- Carry out daily checks on contractor staff and work to ensure compliance with contractual specifications.
- Handle all aspects of electrical / instrument construction activities, including site investigations and surveys.
- Supervise and manage installation of earthing and lightning protection works.
- Supervise installation of lighting and small power works.
- Manage and supervise cable tray installation, fire alarm system cable laying and termination works.
- Coordinate finalization of cable entries, routes and diversions.
- Supervise fiber‑optic cable installation and splicing works.
- Supervise installation of fire alarm control panels, repeater panels and mimic panels.
- Supervise installation of control junction boxes and panels.
- Read and understand equipment layout drawings.
- Overall coordination with mechanical, HVAC, fire alarm & loss prevention, building services works, etc.
- Perform cable termination and loop checking.
- Coordinate pre‑commissioning activities and assist during commissioning of facilities.
- Initiate mechanical completion certificates (MCC), hand‑over certificates (HOC), acceptance certificates (AC) and facilitate issuance of project completion & discharge certificates.
- Witness SAT pre‑commissioning activities for equipment.
- Maintain a daily record of progress (daily diary), noting special comments.
- Report to supervisor any work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
- Sign work permits on behalf of QP, ensuring contractor compliance with work permits.
- Participate in development of as‑built drawings / documentation.
- Prepare punch list for finished work prior to hand‑over to QP by contractor, paying special attention to all EHV equipment and quality checks.
- Work closely with other QP construction supervisors (mechanical / architectural).
- Report to QP senior construction supervisor on main issues, events at site, progress reporting, trends and recommendations for improvement.
- Accountable for supervising contractors’ work, inspecting work, reporting problems and preventing accidents due to negligence, by enforcing QP safety standards on site.
- Liaise and report with the QC inspector on quality‑related matters.
- Liaise with the HSE supervisor on safety‑related matters.
- Inspect construction works and materials per project quality plans and inspection‑test plans (ITPs).
- Coordinate with concerned end‑user parties to resolve site issues and refer technical queries to senior construction supervisor and project engineer.
- Review contractor construction plans and schedules, including method statements and JSAs.
Requirements
Degree or diploma in Electrical / Electronic Engineering from an internationally recognized university.Extensive construction‑related experience (minimum 15 years overall E&I experience in installation, pre‑commissioning and commissioning in the oil and gas industry).Good verbal and written communication skills.Experience at a supervisory level with multinational contractors.Strong construction management skills, effective communication and conflict resolution.Knowledge of HSE, QA / QC and construction industry best‑practice systems and processes.Ability to interpret methods statements, construction schedules and drawings.Ability to resolve technical and contractual problems at site.Experience coordinating with multidisciplinary teams (mechanical, HVAC, fire protection, etc.).Employment Details
