Pipeline Engineering Specialist (Doha, QA)

Provide Subsea and Pipelines Engineering input and assist the Club enhancement project in developing safe, reliable, and fit-for-purpose frameworks, procedures, programs, and strategies. Ensure the effective implementation of the Emergency Pipeline Repair System (EPRS) for all subsea pipeline and cable repair projects within the Club. Support the development and enhancement of repair execution engineering governance and quality assurance to ensure readiness, response, and repair management of subsea incidents across all project stages.

Act as a focal point within the QatarEnergy EPRS Club Enhancement Project Management Engineering Team. Responsible for managing and standardizing procedures and protocols related to subsea incident management, including evaluating pipeline-related events and conducting critical engineering analysis to support incident response activities.

Develop requirements for managing and supporting alternative work methods related to subsea and pipeline systems within the EPRS scope.

Support planning, organization, and control of engineering activities, including contract management, to ensure effective execution of the EPRS scope.

Develop and manage incident response and recovery engineering contracts, ensuring effective communication and interface procedures among Club members, service providers, and contractors. Focus on timely, safe, and effective management of subsea incidents affecting QatarEnergy's subsea pipelines, cables, and facilities.

Collaborate with the Pipeline Integrity and EPRS Engineer to enhance Club readiness and response capabilities, liaising with internal and external stakeholders to manage emergency actions with minimal environmental and public impact.

Maintain communication with all EPRS Club members to collect and update data on subsea facilities and tools / equipment.

Report regularly to the EPRS Club enhancement PMT leaders, supporting project quality, cost, and schedule management.

Operate within a structured environment with clear reporting lines and performance accountability.

Key Job Accountabilities

• Provide expert technical guidance in Subsea & Pipelines Engineering. Oversee the development of engineering contracts and documentation related to incident response and repairs.
• Review Club facilities and repair specifications, classify and organize design documents for effective readiness and operation.
• Support the development and implementation of a structured, safe, reliable, and fit-for-purpose response and repairs management system based on industry standards. Conduct studies to develop alternative response methods and prepare related documentation.
• Develop plans for enhancing EPRS Club engineering capabilities, ensuring ongoing readiness.
• Manage engineering contracts from tendering to performance review, ensuring compliance and effective contractor performance.
• Support the development and execution of Club readiness programs, drills, and manuals to ensure safe operations.
• Build relationships with third-party service providers to stay updated on latest developments.
• Develop procedures for budgeting, scope definition, and progress monitoring of repair projects.
• Collaborate with cross-functional teams and contractors to ensure project execution aligns with scope, codes, and standards. Provide technical guidance and timely activity reporting.

Qualifications

Bachelor's degree in Mechanical, Metallurgy, Structural, or Pipeline Engineering.

Knowledge and / or Experience

Minimum 10 years' experience as an Offshore Pipelines Engineering specialist.

Experience in offshore construction, installation, and repair engineering, including pipelaying, riser installation, and intervention in shallow water, with hands-on experience in EPRS development and management.

Familiarity with marine and subsea operations, including barge and DP vessel activities, ROV operations, and diving.

Knowledge of industry standards such as NACE, ISO, API, ASME, DNV, DEP, etc.

Proficiency in software tools like AutoPIPE, OffPIPE, Mathcad, Abaqus, Caesar-II, SEASAM, AutoCAD, Primavera, etc., and good data analysis and reporting skills.

Understanding of risk-based management methods and experience with tendering processes.
