Accountabilities
Ensure all rules, standards, and procedures are followed in the execution of the DBN PWM project.
Manage the assigned DBN PWM project tasks in accordance with the statement of requirements, project specifications, and contractual obligations.
Oversee the execution of the project with full adherence to safety regulations, quality standards, and schedule requirements.
Ensure the EPCIC Contractor delivers a complete and high-quality engineering dossier for the construction and installation phases.
Conduct thorough engineering documentation reviews, provide timely comments, and follow up on internal technical reviews (e.g., project reviews).
Interface efficiently with the Engineering & Construction (E&C) division and other relevant internal entities.
Ensure commissioning interfaces with the contractor’s team are well-managed and aligned.
Liaise with the internal commissioning team to coordinate and ensure commissioning consistency across all project packages.
Job Dimensions
Manages a team of approximately 8–10 personnel internally.
Responsible for technical management and coordination of commissioning activities related to the DBN PWM project.
Leads and monitors commissioning studies and activities during the EPCIC stage.
Interfaces with internal disciplines (E&C, Technical Authorities, Field Operations, Procurement) and external contractors and equipment vendors.
Leads the commissioning team during both onshore preparation and offshore execution phases, in coordination with construction and planning teams.
Oversees the development of pre-commissioning and commissioning documentation, ensuring alignment with project goals.
Reports directly to the DBN PWM Engineering Lead.
Key Activities
Preparation Phase
Develop and submit job descriptions for the commissioning team for approval.
Lead the recruitment, mobilization, and onboarding of the commissioning team.
Coordinate and supervise the commissioning team throughout the preparation phase.
Draft all project-related commissioning documentation in collaboration with the commissioning team.
Assist contractors during engineering and commissioning dossier preparation; review planning and organizational elements to optimize schedules and streamline offshore work.
Review and approve commissioning procedures, tools (including ICAPS), technical databases, handover dossiers, punch list management, and deliverables.
Supervise preparation of pre-commissioning and commissioning documentation according to internal procedures.
Verify all logistics, resources, and requirements (e.g., FATs, vendor support, materials, test fluids, spares, temporary supplies, consumables, tools, test equipment) are planned and mobilized.
Ensure ICAPS databases for all disciplines are properly set up.
Prepare commissioning files and related documentation.
Participate in technical and contractual documentation reviews.
Monitor coordination across all commissioning disciplines (instrumentation, electrical, mechanical, piping, process, ICSS).
Organize task allocation, priorities, resources, and scheduling for commissioning activities.
Review and approve commissioning management procedures (handover, interfaces, punch list workflows).
Ensure commissioning readiness aligns with start-up and system priorities.
Validate inclusion of pre-commissioning and commissioning activities in the project schedule.
Maintain coordination with construction, operations, and planning teams both onshore and offshore.
Ensure necessary Job Safety Analyses (JSAs) are prepared for commissioning tasks.
Oversee appropriate sequencing between construction, pre-commissioning, and commissioning.
Approve commissioning contractor timesheets and rotational plans.
Ensure personnel are trained and capable of using ICAPS.
Execution Phase
Provide onshore support to the offshore commissioning team as required to ensure optimized execution.
Align pre-commissioning plans with commissioning priorities and timelines.
Ensure commissioning team reviews and approves contractor system / sub-system dossiers (RFC & AOC).
Monitor planning progress and recommend corrective measures where necessary, especially in relation to punch lists.
Oversee ICAPS reporting and ensure accurate progress updates for all commissioning tasks.
Maintain proper documentation and timely reporting of all commissioning activities.
Ensure a smooth and complete handover to Field Operations at the AOC stage.
Support Field Operations during the start-up phase.
Requirements
Qualifications & Experience
Minimum Qualification : Bachelor’s degree in Chemical Engineering or any other engineering discipline from a recognized university.
Experience :
At least 12 years of relevant experience in the upstream oil and gas industry, with extensive field experience in process, instrumentation, and related disciplines.
Proven track record in managing engineering contractors and coordinating multiple commissioning teams concurrently.
Previous offshore oil and gas sector experience is an advantage.
Strong knowledge of the OPERCOM methodology and proficiency in using ICAPS software.

Strong team leadership, interpersonal, and communication skills.
Fluent in English, both written and spoken.
