Overview
The Director of Accounting and Commercial Finance is a senior finance leader within the company responsible for ensuring the accuracy and integrity of financial reporting, optimizing treasury and cash management, driving commercial finance strategies, and leading finance-related projects. This role supports the company’s mission to develop, manage, and promote free zones in Qatar by providing financial leadership across real estate development, leasing, and investment attraction initiatives. The Director will also oversee finance risk management and insurance programs tailored to the company’s regulatory and operational environment. Key Responsibilities
Accounting & Compliance :
Lead all accounting activities including month-end and year-end closing, consolidation, and IFRS-compliant financial statement preparation aligned with company’s requirements. Ensure compliance with Qatari financial regulations, IFRS, and internal control standards specific to government-related entities and free zones. Oversee external compliance audits. Continuously enhance accounting policies, procedures, and ERP systems to address the complexities of the company’s real estate construction, leasing, and investment operations. Treasury & Cash Management :
Manage company’s cash flow to support large-scale real estate development projects, lease collections, and investment disbursements. Maintain strong banking relationships within Qatar and internationally and optimize liquidity and working capital in line with the company’s strategic financial plans. Mitigate financial risks related to currency exposure, interest rates, and liquidity constraints relevant to company’s operations. Optimize returns on treasury funds by effective treasury planning. Insurance & Risk Management :
Oversee insurance programs covering real estate assets, construction risks, liability, and operational risks aligned with the company’s risk management framework. Manage relationships with insurance brokers and underwriters, negotiate insurance coverage, and ensure compliance with Qatar’s regulatory standards. Lead risk assessments and develop mitigation strategies specific to construction, leasing, and investment activities. Coordinate insurance claims and renewal processes to maintain cost-effective coverage. Commercial Finance & Business Partnering :
Collaborate with Leasing, Investment Attraction, Development, and Operations teams to provide financial insights for lease structuring, tenant profitability, and investment appraisal. Develop detailed financial models to evaluate lease agreements, incentive schemes, and capital projects that support the company’s growth objectives. Analyze investment proposals and support strategic decision-making aligned with Qatar’s national development goals. Strategic Projects & Transformation :
Lead finance transformation initiatives including ERP system enhancements, process automation, and implementation of digital finance tools specific to the organization. Drive finance-led projects such as due diligence, financial integration, and continuous improvement of financial reporting and controls. Act as finance lead for enterprise-wide initiatives ensuring alignment with the company’s governance, compliance, and strategic priorities. Qualifications
Bachelor’s degree in Accounting, Finance, or related field; CPA, CA, or equivalent certification required; MBA preferred. Minimum 15 years of progressive finance experience, including accounting, treasury, commercial finance, and project leadership, ideally within government, semi-government and real estate sectors. Deep understanding of IFRS, and lease accounting. Expertise in treasury management, insurance programs, and risk mitigation related to real estate and infrastructure projects. Proficient with ERP systems (e.g., Microsoft Dynamics, SAP, Oracle, NetSuite), Excel, and business intelligence tools (Power BI, Tableau).
