Civil Project Engineer role at Swan Global in Qatar (Onshore Engineering Office / Offshore Fabrication Yard / Offshore Site Interface). Minimum 8 years experience, 4 years in offshore oil & gas projects.
Position Overview
The Project Engineer Civil & Structural is responsible for planning, coordinating, and managing all civil, structural, and architectural engineering activities for offshore EPC projects, including design review, fabrication, load‑out, transportation, and offshore installation. The role ensures that all civil and structural works—platform jackets, decks, piles, topsides, modular structures—are executed in compliance with project specifications, safety standards, and client requirements. Reports to : Civil / Structural Lead Engineer / Project Engineering Manager / Project Manager.
Key Responsibilities
- Review and manage civil and structural engineering deliverables, including general arrangement drawings, structural models, foundation layouts, pile drawings, and load‑out drawings.
- Coordinate with design consultants and internal engineering teams to ensure structural integrity, weight control, and constructability.
- Verify compliance with project specifications, offshore codes, and standards such as API RP 2A, AISC, BS EN, DNV, ISO, and NORSO.
- Conduct design reviews and provide inputs for design optimisation and modularisation.
- Review vendor drawings for structural steel, gratings, handrails, and other structural components.
- Supervise structural fabrication and assembly at the yard, including fit‑up, welding, and dimensional control.
- Review and approve fabrication drawings, method statements, and lifting / erection procedures.
- Support offshore installation activities : load‑out, sea fastening, transportation, and offshore lifting operation.
- Conduct site inspections and ensure construction works comply with approved drawings, quality standards, and HSE regulation.
- Support completion and handover of structural systems during pre‑commissioning and mechanical completion phase.
- Interface with mechanical, electrical, and piping teams to align supports, penetrations, and routing clearance.
- Coordinate with marine and installation teams to finalize load‑out and lifting analysis.
- Liaise with client representatives, certifying authorities (e.g., ABS, BV, DNV), and subcontractors for design verification and approval.
- Attend design and progress meetings to track status, resolve issues, and maintain clear communication among stakeholders.
- Prepare and review material requisitions (MR), technical bid evaluations (TBE), and ensure timely procurement of structural material.
- Coordinate with vendors and yard for material inspection, receipt, and preservation.
- Verify mill certificates, welding consumables, and offshore‑grade material compliance.
- Maintain deliverable registers, fabrication progress logs, and weight control reports.
- Prepare daily / weekly progress updates and highlight critical issues affecting schedule or quality.
- Ensure as‑built drawings, inspection records, and test reports are properly compiled for hand‑over.
- Contribute to project completion dossiers and lessons‑learned reports.
Qualifications & Experience
Bachelor's Degree in Civil or Structural Engineering.Minimum 8 years of EPC project experience, with at least 4 years in offshore oil & gas projects (platforms, jackets, topsides, modular fabrication).Strong technical knowledge of offshore structural design, analysis, and fabrication methods.Familiarity with offshore structural analysis software (e.g., STAAD.Pro, SACS, ANSYS).Experience with load‑out, transportation, and lifting analysis.Understanding of welding, NDT, corrosion protection, and offshore construction sequencing.Proficient in engineering tools : AutoCAD, Navisworks, SmartPlant, Aconex, MS Project.Excellent communication and team coordination skills.Preferred Certifications
Offshore Survival (BOSIET / HUET) & H2S certification (mandatory for offshore work).ISO 9001 : 2015 awareness certification.Structural analysis or FEA software certification (preferred).PMP® or project engineering certification (advantage).Key Competencies
