Lead the development and continuous enhancement of a robust Enterprise Risk Management (ERM) framework across United Developers and its portfolio—Place Vendôme Mall, Trocadero Theme Park, Tarfat Public Infrastructure, and Le Royal Meridien Hotel and Residences. Ensure operational continuity, asset protection, and stakeholder confidence through strategic oversight of financial, operational, compliance, and reputational risks, in coordination with internal audit, the Audit Committee, and other stakeholders. 1. Risk Management Framework Implementation :
Develop and implement an integrated ERM framework aligned with ISO 31000 and COSO principles. Define risk taxonomy, appetite thresholds, scoring methodologies, and mitigation protocols tailored to United Developers’ operations. Establish structured processes for risk identification, analysis, evaluation, treatment, monitoring, and reporting across all assets. Ensure policies remain current with changes in regulatory landscapes and organizational needs. 2. Policy and Procedure Development :
Draft, implement, and regularly update risk-related governance documents, including ERM policies, risk identification and reporting protocols, business continuity plans, crisis response frameworks, incident escalation procedures, compliance guidelines, SOPs, and control measures. Align policies with local regulations (Qatari law, municipal requirements, QCDD), international standards (ISO 31000, COSO ERM), and organizational objectives. Create a uniform policy structure and documentation format for consistency and clarity. Collaborate with Legal, External Audit, Internal Audit, Quality Control, and other stakeholders to integrate risk considerations into operational and compliance frameworks. Maintain a centralized repository of policies with version control and review cycles. 3. Risk Oversight Across Business Units :
Oversee risk management in Place Vendôme Mall, Trocadero Theme Park, United Hotel Management (Le Royal Meridien & Residences), and Tarfat Public Infrastructure, including leasing, tenant compliance, facilities management, mall management, specialty leasing, procurement, outsourced services, security, IT risks, customer experience, and more. 4. Risk Monitoring & Reporting :
Maintain and update a Risk Register with risk owners and mitigation timelines. Develop dashboards for risks, trends, and corrective actions for senior leadership and the Board. Track KRIs and ensure resolution of issues. Ensure auditability of the Risk Register supporting root cause analysis and continuous improvement. 5. Internal Audit and External Stakeholder Coordination :
Serve as the primary risk contact for Internal Auditors and third-party consultants. Coordinate audits and follow-up on recommendations. Prepare for reviews with auditors, regulators, and Board Committees, and support risk disclosures for reports and filings. 6. Financial Risk Management :
Assess and mitigate financial risks with Finance, including credit, liquidity, investment, budget variance, and reporting inaccuracies. Evaluate vendor solvency and exposures related to contracts and projects. Contribute to insurance planning and risk transfer strategies. 7. Business Continuity and Crisis Management :
Develop, test, and update Business Continuity Plans and Crisis Protocols. Conduct simulations and drills with Operations and HSE teams. 8. Training and Risk Culture :
Implement risk awareness programs and workshops. Stay updated on industry trends and regulations. Train managers in risk procedures and foster a proactive risk culture.
