Job Purpose / Objective
Implement Smart LDAR program at all operated facilities, update and recommend on Compliance Monitoring and Emission Quantification to ensure effectiveness for continual improvement and pollution prevention. Report leaks & arrested sources through Smart LDAR Regulatory Compliance Assurance and maintain LDAR Program's monitoring equipment in good working conditions at all times.
Key Accountabilities
Smart LDAR Regulatory Compliance Assurance
Perform LDAR monitoring at Q-Chem I, Q-Chem II, and RLOC plant facilities per applicable laws, regulations, guidelines, directives, the Smart LDAR Monitoring Plan and associated procedures (US-EPA Method 21 requirements) on full-time bases.
Assist Environmental Engineers on fine tuning existing operating procedures for the Smart LDAR equipment and the LDAR Monitoring Plan, as needed, in compliance with applicable regulations and standards.
Smart LDAR Program Implementation
Support the development, implementation, and maintenance of data collection systems used to demonstrate environmental performance; and ensure consistency in decisions, interpretations, and notifications.
Perform ongoing monitoring of fugitive emissions sources on process piping, storage, process and associated equipment using portable vapor analyzing instruments, IR Camera, and data logging equipment.
LDAR Program's Monitoring Equipment Maintenance
Ensure all necessary equipment consumables are in stock and equipment are calibrated and approved, per vendor's advice, applicable standards and operating procedures to be in working conditions at all times.
Ensure equipment have valid calibration certifications and are maintained as scheduled, when needed by vendor / manufacturer timely to be accessible and ready for use at all times.
Leaks Reports, Compliance Monitoring and Emission Quantification
Develop and maintain the LDAR database for all locations, including, identification of fugitive sources, tagging and flagging of safe to monitor and safe to access sources, and manages the tags replacement at all times.
Maintain integrity of the LDAR database and the P&IDs for all work sites and ensure all items have appropriate resources and due dates are not missed.
Assist Environmental Engineers in generating the Daily / Monthly monitoring report, Air Emissions report, and Monthly Environmental KPIs for LDAR Program.
Quality, Health, Security, Safety and Environment
Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high-quality products / services.

Contribute to the identification of opportunities for the continuous improvement of systems, processes and practices in order to increase productivity and operational efficiency.
Implement all relevant Section's policies, processes, procedures and instructions so that work is carried out in a controlled and consistent manner.
Reporting
Contribute to the preparation of timely and accurate reports to meet departmental requirements, policies and standards.
Qatarization
Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.
Qualifications & Experience
Education
Required : Diploma in Environmental Science, Instrumentation or equivalent.
Preferred : Bachelor degree in Environmental Science or Engineering.
Experience
Required : 3-5 years of experience in the Oil & Gas Industry in Environment Department.
Preferred : Experience in Petrochemicals Industry.

Microsoft Office Applications.
US-EPA CFR40 - Method 21 (LDAR Technician)
Vendor Certification on Use and Maintenance of IR Camera and TVA 1000B
Expertise on LDAR or equivalent program
Languages
Required : English - proficient
Preferred : Arabic - working knowledge
